Call Meeting to Order <br /> <br />Pursuant to due call and notice thereof, the meeting of <br />City Council was called to order at 8:00 p.m. by <br />following the Economic Development Authority meeting. <br /> <br />the Elk River <br />Mayor Tralle, <br /> <br />2. <br /> <br />Consider 8/10/92 City Council Agenda <br /> <br />Item 7.9. - Street Lights on Proctor and Ridgewood, was added and item <br />7.10. - Councilmember Schuldt Update. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE THE 8/10/92 CITY COUNCIL AGENDA <br />AS AMENDED. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />3. <br /> <br />Open Mike <br /> <br />No one appeared for this item. <br /> <br />5.1. Public Hearing 4th Street and Holt Avenue Improvements <br /> <br />Terry Maurer, City Engineer, reviewed the feasibility study for Holt <br />Avenue and 4th Street public improvement project. He indicated that <br />the project includes water and some minor sanitary sewer improvements <br />on Holt Avenue with storm sewer to serve the Elk Terrace development; <br />storm sewer on the eastern part of 4th Street; and street and sidewalk <br />improvements on both Holt Avenue and 4th Street. Terry Maurer <br />reviewed each aspect of the project along with the estimated <br />improvement costs and the project schedule. <br /> <br />Terry Maurer stated that he has reviewed the street and parking plans <br />with representatives of st. Andrew's Church. He indicated that St. <br />Andrew's Church is in favor of the parking as it fits into their new <br />plans, however, they are not in favor of the timing of this part of the <br />project. <br /> <br />Terry Maurer stated that if 4th Street between Irving Avenue and Holt <br />Street was not considered for street reconstruction until St. Andrew's <br />church expansion was complete, he would suggest that a 40 foot street <br />
