<br />. <br /> <br />. <br /> <br />. <br /> <br />Elk River City Council Minutes <br />August 3, 1992 <br /> <br />Page 3 <br /> <br />The City Administrator indicated that six properties have been pulled <br />from the tax forfeiture roll and are being considered for purchase by <br />the City. He indicated that staff is recommending the Council purchase <br />two of the six parcels. Staff is recommending that the Council <br />purchase Lot 1, Block 2, Ridgewood East Second Addition. The value of <br />this parcel is $10,375 and the property would provide open space in a <br />very dense residential area. The other parcel recommended for purchase <br />is Outlot A in Belgium Acres. The City Administrator indicated that <br />the purchase price for this parcel of property is $558.00 and is being <br />considered for an easement for any future road extension that would <br />connect to new developments to the west. <br /> <br />The City Council discussed the necessity for the purchasing of the <br />Ridgewood East lot. Councilmember Dietz indicated he would not want to <br />buy a piece of property if the City has no particular plans for the <br />property. Councilmember Schuldt stated that there would be a good <br />chance that the parcel of property in Ridgewood East would be made into <br />some type of a play area or a small tot park in the future. The City <br />Administrator indicated that the Ridgewood area is a multifamily <br />neighborhood and it would be an appropriate area to have a park area <br />for children. Also, the Administrator noted that this type of purchase <br />for Park and Recreation reasons in dense residential areas has been <br />done at least twice by the City in the past five years. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO PURCHASE LOT 1, BLOCK 2, RIDGEWOOD EAST <br />SECOND ADDITION. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE <br />MOTION CARRIED 4-1. Councilmember Dietz opposed. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO PURCHASE OUTLOT A, BELGIAN ACRES. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Councilmember Kropuenske questioned the possibility of the City <br />purchasing Outlot A in Barrington Place. He indicated that the land is <br />used as a drainage pond for the commercial development and at the <br />present time is an eyesore and very visible to Highway 169. <br />Councilmember Kropuenske was concerned that the area would continue to <br />be an eyesore and that the conditions could worsen if nobody were <br />responsible for maintenance of the area. The City Administrator <br />indicated that he would check on whether the State is responsible for <br />maintaining the area. <br /> <br />5.4. Improvement Project Public Hearing and Assessment Public Hearing for <br />Sealcoating of 165th Avenue <br /> <br />The City Administrator indicated that the sealcoating improvement of <br />165th Avenue was tabled because the City has been negotiating the <br />possibility of splitting the expenses for the sealcoating of 165th <br />Avenue with the ReF Board. The City Administrator indicated that an <br />agreement has been reached between the City and the RDF Board regarding <br />payment for the sealcoating of 165th Avenue and, therefore, there is no <br />need to continue the improvement project process. <br /> <br />COUNCILMEMBER DIETZ MOVED TO LAY THE SEALCOATING ASSESSMENT OF 165TH <br />AVENUE BACK ON THE TABLE. COUNCILMEMBER SCHULDT SECONDED THE MOTION. <br />THE MOTION CARRIED 5-0. <br />
