Call Special City Council Meeting <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO CALL A SPECIAL CITY COUNCIL MEETING <br />FOR AUGUST 10, 1992 AT 8:00 P.M. TO BE HELD AT THE ELK RIVER CITY HALL <br />FOR THE PURPOSE OF HOLDING PUBLIC HEARINGS ON THE 4TH AND HOLT <br />IMPROVEMENT PROJECT AND ON THE LAWCON GRANT. COUNCILMEMBER DIETZ <br />SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> <br />5.8. Street Sign Installation <br /> <br />The City Administrator indicated that the Street Superintendent is <br />requesting authorization to install stop signs on Morton Avenue <br />southbound at 4th Street and on Joplin Street at 190th Avenue. <br /> <br />COUNCILMEMBER DIETZ MOVED TO AUTHORIZE THE PLACEMENT OF STOP SIGNS ON <br />MORTON AVENUE SOUTHBOUND AT 4TH STREET AND ON JOPLIN STREET AT 190TH <br />AVENUE. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION <br />CARRIED 3-0. <br /> <br />7.1. Lucky Duck Days <br /> <br />The City Clerk informed the Council that the retail division has <br />decided to hold a fundraiser with all donations going to the D.A.R.E. <br />Program. The fundraiser will be held August 17-22 and is called Lucky <br />Duck Days. <br /> <br />The Council discussed the fact that the School District has cut funds <br />from City/School the Liaison Program from their budget. The Council <br />felt it was an important issue and that the elimination of the D.A.R.E. <br />Program would have a major effect on students in the future. <br /> <br />8. City Administrator Update <br /> <br />8.1. Utilities Lighting Committee <br /> <br />The City Administrator distributed a letter from the <br />which listed fifteen sites being considered by <br />Committee for street lights. <br /> <br />Police Chief <br />the Lighting <br /> <br />The City Administrator indicated that the issue of lights in the <br />Westwood Area was discussed. The Committee's first priority is <br />major route intersections, but the Committee recommended to the <br />Elk River utilities Commission that the Municipal Utilities and <br />City of Elk River split the cost of installing two lights in the <br />Westwood residential area. <br />
