<br />. <br /> <br />. <br /> <br />. <br /> <br />Elk River City Council Minutes <br />July 27, 1992 <br /> <br />Page 2 <br /> <br />Bill Rubin informed the Council it has been authorized by the <br />Department of Trade and Economic Development (DTED) to submit an <br />application for Economic Development Program funds on behalf of Tescom <br />Corporation. DTED requires that a public hearing be held prior to the <br />submission of the application. Bill explained that the City of Elk <br />River is seeking $250,000 from DTED under its Economic Development <br />Program. If awarded, the grant funds will be used by the City to <br />supplement other sources of public and private financing in support of <br />the 25,000 to 30,000 square foot Tescom Corporation expansion. <br /> <br />Mayor Tralle opened the public hearing. <br /> <br />Bill Rubin indicated that during the public hearing, citizens are given <br />the opportunity to discuss the following housing and community <br />development needs: <br /> <br />- Parks and recreational facilities <br />- Adequate water supply systems <br />- Sewage treatment capacities <br />- Commercial/Industrial development <br />- Urban renewal issues <br />- Residential development <br />- General housing needs <br /> <br />Cecelia Scheel questioned what Tescom has committed to the City in <br />return for the grant funds. Ed Cunnington of Tescom stated that Tescom <br />is committed to 45 new jobs by December of 1994. He further indicated <br />that this is a conservative figure as Tescom's plans call for more than <br />45 jobs. He further stated that the grant requires that at least 51% <br />of these benefit low to moderate income persons. <br /> <br />There being no further comments from the public, Mayor Tralle closed <br />the public hearing. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO ADOPT RESOLUTION 92-69, A RESOLUTION <br />FOR THE CITY OF ELK RIVER RELATING TO THE SUBMISSION OF A COMMUNITY <br />DEVELOPMENT APPLICATION TO THE MINNESOTA DEPARTMENT OF TRADE AND <br />ECONOMIC DEVELOPMENT ON BEHALF OF TESCOM CORPORATION INCORPORATED. <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> <br />5.4. Consideration of Peddler License for Dennis Bolles-Blue Bell Ice Cream <br /> <br />The City Clerk indicated that Dennis Bolles has requested a peddlers <br />license to sell Blue Bell Ice Cream from a Blue Bell Ice Cream truck in <br />the City of Elk River. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE PEDDLER LICENSE FOR <br />DENNIS BOLLES TO SELL BLUE BELL ICE CREAM WITH THE STIPULATION THAT THE <br />BLUE BELL ICE CREAM TRUCK HAS THE NECESSARY SAFETY FEATURES AND WARNING <br />LIGHTS AS REQUIRED BY THE ELK RIVER POLICE DEPARTMENT. COUNCILMEMBER <br />DIETZ SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br />
