<br />. <br /> <br />. <br /> <br />. <br /> <br />Elk River City Council Minutes <br />April 21, 1992 <br /> <br />Page 5 <br /> <br />Joyce Nichols, 18967 Concord - Ms. Nichols stated she understood that <br />the project was originated because of wet basements. She questioned <br />why the City would be putting in storm sewers if the storm sewers would <br />not eliminate the wet basements. She further commented on the market <br />study the City had prepared and questioned how a market study could <br />determine what each family could payor bear for an assessment. <br /> <br />Eleanor Todahl, 18869 Boston Street - Eleanor Todahl stated that people <br />with larger lots are charged a smaller fee per foot than the smaller <br />lots. She stated that everyone should pay the same price per foot. <br />Ms. Todahl informed the people that they should be aware of extra costs <br />to each resident in order to actually hook up to the sewer and water. <br />She indicated that her total additional costs would be approximately <br />$5,357. She further indicated that the project will raise her real <br />estate taxes $20 per month and she will also be paying a sewer and <br />water bill of $15 per month. <br /> <br />Cynthia Dahn, 18856 Albany - Cynthia Dahn indicated that she could not <br />afford to pay for hook up charge and questioned whether this could be <br />included in the assessment and payable on the real estate taxes. <br /> <br />There being no further comments from the public, Mayor Tralle closed <br />the public hearing. <br /> <br />Mayor Tralle stated that staff would respond to the questions at this <br />time. <br /> <br />Terry Maurer informed Yvonne Hetland that he would meet with her <br />individually at her property to discuss the road. <br /> <br />Peter Beck responded to the question regarding the City assessing on a <br />front footage basis versus a unit basis. He stated that the City is <br />faced with legal requirements to not assess in excess of the benefit of <br />the property and to assess all property uniformly. <br /> <br />Mayor Tralle stated that the average bond rate is 6.78% and that the <br />City would everything possible to keep the interest rate as low as <br />possible. <br /> <br />Terry Maurer responded to Mr. Davis' comment regarding removal of lot <br />lines and his assessment amount. He indicated that the assessment <br />notices sent were based on two assessment methods. He stated that the <br />higher of the assessment amounts were sent to the property owners and <br />stated that some of these assessment amounts would be reduced. <br /> <br />Mayor Tralle stated that the Council will be taking formal action on <br />the previously received petitions. <br /> <br />Terry Maurer stated that the City will be installing <br />for people that access their property regularly <br />than their driveway. He indicated that those who do <br />lots regularly, but rather infrequently, would <br />entrance installed. <br /> <br />driveway accesses <br />at a location other <br />not access their <br />not have a driveway <br />
