<br />Elk River City Council Minutes <br />April 21, 1992 <br /> <br />Page 11 <br /> <br />. <br /> <br />Mayor Tralle indicated he concurred with the Councilmembers. He <br />further stated that he would like to lower the assessment amounts if <br />possible. He proposed a reduction on the total project cost of $25,000 <br />to be deducted from the sanitary sewer assessment with the funds to <br />come from the capital Improvement Project Fund. The City costs would <br />be applied to the sanitary sewer lift station. The $25,000 reduction <br />would be applied on a front footage basis to each property proposed to <br />be assessed. This reduction would benefit all property owners by about <br />$2.70 per front foot of sanitary sewer. <br /> <br />Councilmember <br />reduction. He <br />the City may <br />all projects. <br /> <br />Kropuenske stated he does not agree with the $25,000 <br />feels that the City will be setting a precedent and that <br />not be able to come up with this type of assistance for <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO LOWER THE ASSESSMENT COST TO THE <br />RESIDENTS BY $25,000 TO BE DEDUCTED FROM THE SANITARY SEWER ASSESSMENT <br />WITH THE FUNDS TO COME FROM THE CAPITAL IMPROVEMENT PROJECT FUND. <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-1. <br />Councilmember Kropuenske opposed. <br /> <br />. <br /> <br />COUNCILMEMBER <br />ADOPTING THE <br />IMPROVEMENT. <br />CARRIED 5-0. <br /> <br />SCHULDT MOVED TO ADOPT RESOLUTION 92-32, A RESOLUTION <br />FINAL ASSESSMENT ROLL IN THE MATTER OF THE WESTWOOD AREA <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION <br /> <br />3.2. Resolution Awarding Bid for Westwood Area Improvement Project <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO ADOPT RESOLUTION 92-33, A RESOLUTION <br />ACCEPTING BID FROM NORTHDALE CONSTRUCTION COMPANY AND AUTHORIZING <br />EXECUTION OF CONTRACT IN THE MATTER OF THE WESTWOOD AREA IMPROVEMENT OF <br />1992. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED <br />5-0. <br /> <br />Terry Maurer stated that revised notices will be sent to property <br />owners some time in May. He further stated that a letter will be sent <br />to the property owners showing sample assessment spreads in time frames <br />of 10, 15 and 20 years. He indicated that property owners should <br />contact City Hall to inform staff of the timetable in which they wish <br />to spread their assessment. <br /> <br />5.
