<br />. <br /> <br />. <br /> <br />. <br /> <br />Elk River City Council Minutes <br />April 20, 1992 <br /> <br />Page 9 <br /> <br />Zone Change <br /> <br />Steve Rohlf informed the Council that Rick Foster is requesting to zone <br />change the entire 53 acre parcel from R-1e/Single Family Residential to <br />PUD/Planned Unit Development. <br /> <br />Bob Minton, Planning Commission Representative, indicated that the <br />Planning Commission recommended to zone change the property to PUD as a <br />PUD would allow the best use of the land. <br /> <br />Terry Maurer distributed a letter from <br />Transportation and reviewed the concerns of <br />letter. <br /> <br />the Minnesota Department of <br />MnDOT as related in the <br /> <br />Steve Rohlf further stated that <br />that the land use be amended from <br />Business on the western 13 acres. <br /> <br />the Planning Commission recommended <br />MR/Medium Residential to Highway <br /> <br />Variances <br /> <br />Bob Minton, Planning Commission Representative, indicated that the <br />Planning Commission recommended approval of the variances to the length <br />of dead end roads in the plat. <br /> <br />Conditional Use Permit <br /> <br />Bob Minton, Planning Commission Representative, indicated that the <br />Planning Commission recommended approval of the Conditional Use Permit <br />for the residential area only, not the commercial portion. He stated <br />the main concern of the Planning Commission was to establish a better <br />buffer between the commercial and residential property and to save as <br />many trees as possible and increasing the average lot size. <br /> <br />Preliminary Plat <br /> <br />Steve Rohlf reviewed the preliminary plat request. He stated that the <br />Planning Commission approved the request to develop a 53 acre parcel of <br />property. <br /> <br />There being no further comments, Mayor Tralle closed the public hearing. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO ADOPT ORDINANCE 92-12, AN ORDINANCE <br />AMENDING THE CITY OF ELK RIVER ZONING MAP TO ZONE CERTAIN PROPERTY FROM <br />R-1E/SINGLE FAMILY RESIDENTIAL TO PUD/PLANNED UNIT DEVELOPMENT. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />COUNCILMEMBER DIETZ MOVED TO AMEND THE LAND USE MAP FROM MR/MEDIUM <br />DENSITY RESIDENTIAL TO HB/HIGHWAY BUSINESS FOR THE WESTERN 13 ACRES OF <br />THE 53 ACRE PARCEL. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE <br />MOTION CARRIED 4-0. <br /> <br />COUNCILMEMBER DIETZ MOVED <br />LENGTH OF DEAD END ROADS. <br /> <br />TO APPROVE THE VARIANCE REQUEST FOR THE <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. <br />
