She stated <br />that the proposed ordinance prohibits certain materials from being used <br />in fences such as barbed wire and electric fences. She further stated <br />that the main purpose of the ordinance is safety. Bob Minton, Planning <br />Commission Representative, indicated that the Planning Commission <br />recommended approval of the request. <br /> <br />Mayor Tralle opened the public hearing. There being no one for or <br />against the matter, Mayor Tralle closed the public hearing. <br /> <br />COUNCILMEMBER DIETZ MOVED TO ADOPT ORDINANCE 92-13, AN ORDINANCE <br />AMENDING SECTION 900.20, GENERAL REGULATIONS SUBPARAGRAPH 6 ON FENCES. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />5.12. Growth <br />Hearing <br /> <br />Amendment/Transportation <br /> <br />Management <br /> <br />Plan/Public <br /> <br />Plan <br /> <br />Steve Rohlf explained that this issue revolves around the Western Area <br />Improvements and how they affect the City's Comprehensive Plan. He <br />stated that the proposed location for Orono Parkway is inconsistent <br />with the Plan. Steve Rohlf indicated that the Planning Commission <br />recommended that this item be tabled so staff can further review the <br />issue. <br /> <br />COUNCILMEMBER DIETZ <br />SECONDED THE MOTION. <br /> <br />MOVED TO TABLE THIS ISSUE. <br />THE MOTION CARRIED 4-0. <br /> <br />COUNCILMEMBER SCHULDT <br /> <br />5.13. <br /> <br />Other <br /> <br />Mayor Tralle mentioned the vacant lot and the driveway along Highway <br />169 and the problems that are being caused by vehicles using the <br />driveway as a parking lot and also as a used car lot. The Council <br />discussed this issue and it was the consensus that it was the <br />responsibility of the property owner. <br /> <br />Steve Rohlf indicated that he has been approached by an Eagle Scout who <br />is working toward a merit badge. He questioned whether the Council had <br />any projects they could suggest for this Eagle Scout. The Council <br />suggested that the Eagle Scout contact Phil Hals, the City Street <br />Superintendent. <br /> <br />The City Council recessed at 9:20 and reconvened at 9:40. <br /> <br />6.1. Award Bid for Trailer Mounted Vacuum Machine <br /> <br />Darrell Mack informed the Council that he rebid the purchase of the <br />trailer mounted vacuum machine as per Council direction. He indicated <br />that he received four bids from two companies; Flexible Pipe Tool <br />Company and Crysteel Truck Equipment. Darrell Mack suggested that the <br />Council consider accepting Bid #2 from Flexible Pipe Tool Company as it <br />meets the City's specifications. Darrell Mack further stated that Bid <br />#2 of Flexible Pipe Tool Company came in at $23,490 which was lower <br />
