Consider Ordinance Amendment Allowing <br />as Conditional Uses in Commercial <br />Occupation/Public Hearing <br /> <br />Therapeutic Massage and Services <br />Districts and as a Home <br /> <br />Steven Ach, city Planner, presented the staff report. The City Council <br />passed an ordinance that established licensing requirements for massage <br />and sauna establishments on October 4, 1993. The Zoning Ordinance <br />needs to be amended to specify which zoning districts will permit <br />therapeutic massage and sauna establishments. Also, the definition and <br />home occupation section of the Zoning Ordinance needs to be amended to <br />address therapeutic massage and sauna establishments. The proposed <br />code amendment would allow therapeutic massage and sauna establishments <br />as conditional uses within all commercial districts, and as home <br />occupations. <br /> <br />e <br /> <br />The City Planner stated that at the October 25, 1993, Planning <br />Commission meeting, the Planning Commission tabled consideration of the <br />ordinance amendment to review the licensing requirements for <br />therapeutic massage. He further stated that the Planning Commission <br />unanimously recommended approval of the proposed ordinance at their <br />Kovember 23, 1993, meeting. <br /> <br />Mayor Duitsman opened the public hearing. There being no comments from <br />the public, Mayor Duitsman closed the public hearing. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE ORDINANCE 93-13, AN ORDINANCE <br />AMENDING SECTIONS 900.08, 900.12, 900.25 OF THE CITY OF ELK RIVER CODE <br />OF ORDINANCES TO MAKE THERAPEUTIC MASSAGE AND SAUNA ESTABLISHMENTS A <br />CONDITIONAL USE IN CERTAIN COMMERCIAL ZONING DISTRICTS AND DELETE <br />"MASSAGE" AS PROHIBITED IN HOME OCCUPATIONS. COUNCILMEMBER SCHEEL <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />8.5. Other Business <br /> <br />No other business was presented. <br /> <br />9.1.
