COUNCILMEMBER HOLMGREN SECONDED THE MOTION. <br />CARRIED 4-0. <br /> <br />THE MOTION <br /> <br />5. Council Updates <br /> <br />Outdoor Ice Rinks Councilmember Farber questioned whether or not <br />there were plans for outdoor ice rinks. The City Administrator stated <br />that Phil Hals, Street/Park Superintendent, will be purchasing fill <br />material left over from Hillside Estates to build up the rink at Lion's <br />Park approximately one foot to negate the effects of the peat. The <br />City Administrator also stated that the Park and Recreation Commission <br />is discussing the possibility of clearing a portion of Lake Orono near <br />the park. He further stated that it may be possible to flood over part <br />of the lake surface for smoother skating. <br /> <br />Naples Street Vice Mayor Dietz stated that he had been questioned <br />by residents on Naples Street whether or not they could have their <br />portion of the street built up and improved with Class 5. Vice Mayor <br />Dietz further stated that he was aware that two residents in the <br />cul-de-sac were not interested in the improvement. City Engineer Terry <br />Maurer stated that he would provide the necessary easement documents to <br />proceed with the street improvement plans. <br /> <br />e <br /> <br />Main Street and Tipton Intersection - Discussion was held regarding <br />the stop sign on Main Street and its intersection with Tipton. The <br />City Engineer stated that he will be sending a letter to the City <br />Council which reviews the possible removal of the stop sign. <br /> <br />6. <br /> <br />staff Updates <br /> <br />The City Administrator stated that the Economic Development Authority <br />will be meeting at 6:00 p.m., at Salk Junior High on 12/13/93, prior to <br />the Elk Park Center public hearing scheduled for 7:30 p.m. The City <br />Administrator recommended that the City Council meet at 7:00 p.m. to <br />consider TIF 112 and to do other City business items. <br /> <br />COUNCILMEMBER FARBER MOVED TO CALL THE DECEMBER 13, 1993, <br />MEETING AT 7:00 P.M. TO CONDUCT REGULAR BUSINESS. <br />HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />CITY COUNCIL <br />COUNCILMEMBER <br /> <br />The City Council meeting was moved to the Training Room for the Worksession <br />on Elk Park Center at 6:35 p.m. <br /> <br />7. City Council and Staff Worksession on Elk Park Center <br /> <br />City Engineer Terry Maurer reviewed the thirteen items related to <br />traffic and five items related to drainage issues associated with the <br />Elk Park center as outlined in his memo to City Planner Steven Ach <br />dated November 18; 1993. <br /> <br />e <br /> <br />More specific discussion regarding the following topics occurred: <br />
