<br />Elk River City Council Meeting <br />September 27, 1993 <br /> <br />Page 8 <br /> <br />e <br /> <br />Director, Lori Johnson, informed Councilmember Farber that the five <br />year payment period could be extended to seven or ten years. <br /> <br />Councilmember Scheel questioned the figures of $8.00 and $22.00 per <br />front foot. Terry Maurer explained that when the Assessment Manual was <br />adopted, it was the policy that the property owner pay for <br />approximately 50% of the improvements. He noted that over the past six <br />or seven years, the amount per front foot has been increased, however, <br />even at $8.00 and $22.00 per front foot, this does not cover 50% of the <br />cost. <br /> <br />Councilmember Scheel noted that the Fresno Street was already in place <br />and questioned the City's policy of road reconstruction. City <br />Engineer, Terry Maurer, noted that Fresno Street was not in good shape <br />and further noted that there has been some history of drainage problems <br />in the area. He indicated that the same policy and approach was used <br />on Fresno Street as was used on Orono Road and East and West Main <br />Street. <br /> <br />e <br /> <br />Councilmember Farber informed the residents that the entire area was <br />offered the opportunity to improve the roads and to extend utilities. <br />He indicated that the best route to run the utilities was through <br />Fresno Street. The roads were in poor shape and the City felt that <br />offering this opportunity to the residents to improve the area at this <br />time made more sense than waiting to improve the streets in the area in <br />the future. <br /> <br />Councilmember Holmgren requested the City Engineer check all driveways <br />on Fresno Street. He further requested the City Administrator to <br />research the softball light issue and directed staff to monitor the <br />light usage and hours during the football season. <br /> <br />Vice Mayor Dietz closed the public hearing. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO DENY THE ASSESSMENT APPEAL FROM DAVID <br />AND DEBRA ANDERSON, 18239 FRESNO STREET IN THE AMOUNT OF $3,750 ON THE <br />GROUNDS THAT THE ASSESSMENT IS LESS THAN HALF OF THE ACTUAL COSTS OF <br />THE IMPROVEMENTS, IS UNIFORM IN APPLICATION THROUGHOUT THE AREA, AND <br />THAT THE PROPERTY IS BENEFITTED BY AT LEAST THE AMOUNT OF THE <br />ASSESSMENT. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION <br />CARRIED 3-0-1. CouncilmemberScheel abstained. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO DENY THE ASSESSMENT FOR PAUL BELL, <br />18270 FRESNO STREET, IN THE AMOUNT OF $3,900 ON THE GROUNDS THAT THE <br />ASSESSMENT IS LESS THAN HALF OF THE ACTUAL COSTS OF THE IMPROVEMENTS, <br />IS UNIFORM IN APPLICATION THROUGHOUT THE AREA, AND THAT THE PROPERTY IS <br />BENEFITTED BY AT LEAST THE AMOUNT OF THE ASSESSMENT. COUNCILMEMBER <br />FARBER SECONDED THE MOTION. THE MOTION CARRIED 3-0-1.
