<br />. <br /> <br />. <br /> <br />. <br /> <br />Elk River City Council Meeting <br />August 16, 1993 <br /> <br />Page 5 <br /> <br />COUNCILMEMBER SCHEEL VOTED TO ADJOURN INTO AN EXECUTIVE SESSION. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />The City Council adjourned at 5:46 p.m. into an Executive Session. <br /> <br />The Mayor reconvened the City Council meeting at 7:00 p.m. <br /> <br />5. Open Mike <br /> <br />Don Dreissen indicated that the City should have some control over <br />contractors that are allowing run-off into the City streets which is <br />causing storm sewers to be clogged. Terry Maurer indicated that the <br />City could check into this and look at possible corrections to the <br />situation. He suggested that one possible corrective action would be <br />to require a bond or surety by the contractor to assure that the <br />property would be cleaned up. <br /> <br />Mayor Duitsman requested Street/Park Superintendent, Phil Hals, to <br />check into this situation. <br /> <br />Mr. Mike Poppin stated he was a resident of Deerfield 3rd subdivision. <br />He stated that he has a drainage easement in his back yard and that he <br />has been experiencing water problems. He indicated that he has been <br />working with the City regarding this easement for some time. He <br />indicated that during the last storm the water came within 4 to 5 feet <br />high up to his patio door. He indicated that he feels the drainage <br />easement cannot handle the water that is being generated in this area. <br /> <br />Mayor Duitsman informed Mr. Poppin that the City is looking at an <br />overall storm water drainage system, however, he was not sure that this <br />would handle Mr. Poppin's problem. The Mayor directed the City <br />Engineer and Street/Park Superintendent study the drainage problems in <br />Mr. Poppin's area and report back to the Council. <br /> <br />COUNCILMEMBER FARBER MOVED TO DIRECT THE CITY ENGINEER TO REVIEW THE <br />DRAINAGE PROBLEM IN DEERFIELD 3RD AND BRING BACK RECOMMENDATIONS TO THE <br />CITY COUNCIL FOR CONSIDERATION. COUNCILMEMBER HOLMGREN SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />4.9. <br /> <br />Public Hearing <br />Plans No. 1 and <br />Freeport Avenue) <br /> <br />To <br />No. <br /> <br />Consider a Modification to Tax Increment Financing <br />3 (Redevelopment Project at Main Street and <br /> <br />Bill Rubin stated that the public hearing is to consider a modification <br />to Tax Increment Financing Plans No. 1 and No.3. <br /> <br />Mayor Duitsman opened the public hearing. <br /> <br />Dennis Chuba, developer, stated that the proposal is to <br />lots on Main Street. He stated that they will <br />demolishing two existing homes and one garage to prepare <br />redevelopment.
