Consider Resolution Ordering a Public Hearing in the Matter of the <br />Fresno Street Improvement of 1993 <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 93-19, A RESOLUTION <br />RECEIVING THE FEASIBILITY REPORT AND ORDERING A PUBLIC HEARING ON THE <br />MATTER OF THE FRESNO STREET IMPROVEMENT AND STORM DRAINAGE IMPROVEMENT <br />OF 1993. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED <br />5-0. <br /> <br />7.4. Discussion on City Planner Applications and Interview Procedure <br /> <br />The City Administrator indicated that the names of the applicants are <br />private until they have been selected for an interview and therefore <br />requested the City Council to call a closed meeting for this discussion. <br /> <br />COUNCILMEMBER <br />CITY PLANNER <br />DUE TO THE <br />COUNCILMEMBER <br /> <br />SCHEEL MOVED TO ADD ITEM 10.2.5, THE DISCUSSION OF THE <br />APPLICANTS TO THE EXECUTIVE SESSION OF THE CITY COUNCIL, <br />PRIVATE INFORMATION CONTAINED IN THE APPLICATIONS. <br />HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />7.5. Fitness Room Policy <br /> <br />The City Administrator reviewed the Fitness Room Policy which has been <br />drafted for the use of the Fitness Room at the Elk River City <br />Hall/Police Department. Councilmember Dietz questioned whether the <br />Fire Department had their own fitness equipment. The City <br />Administrator indicated that the Fire Department does have their own <br />equipment, but the City is attempting to promote the idea that the Fire <br />Department employees are also City employees and, therefore, is <br />requesting that the Fire Department be allowed to use the City Fitness <br />Room. Councilmember Farber questioned whether the Fire Department <br />equipment was available to City staff. The City Administrator <br />explained that the equipment is not available to City staff, however, <br />the Fire Department equipment was purchased through their own funds. <br />Councilmember Dietz stated that he had no problems with the overall <br />policy for the Fitness Room, but would like to talk to the Fire Chief <br />before allowing the Fire Department to use the Fitness Room. <br /> <br />Councilmember Farber stated his concern regarding the restriction of <br />times for guests to use the Fitness Room. He indicated he did not <br />think it would be a problem to allow guests to use the room at any <br />time. The City Administrator indicated that staff tried to take into <br />consideration the needs of the guests and, therefore, suggested two <br />daily time slots for guests. <br /> <br />Councilmember Scheel stated she felt the room should not be restricted <br />to anyone as the equipment was purchased with public funds. <br /> <br />COUNCILMEMBER FARBER MOVED TO ADOPT THE FITNESS ROOM POLICY WITH THE <br />FOLLOWING CHANGES: <br />1. THAT THE FIRE DEPARTMENT NOT BE ALLOWED TO USE THE ROOM UNTIL THE <br />FIRE CHIEF MEETS WITH THE COUNCIL TO DISCUSS THE ISSUE. <br />
