COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />4. <br /> <br />Open Mike <br /> <br />No one appeared for this item. <br /> <br />5. Presentation by County Assessor Ty Bischoff <br /> <br />Ty Bischoff, County Assessor, reviewed the role and responsibilities of <br />the Board of Review. He stated that if property values have either <br />increased or decreased, or classifications have changed, the residents <br />will receive a notice regarding the Board of Review meeting. He <br />indicated that the responsibility of the Board of Review is to review <br />the property valuation for taxes payable in 1994. <br /> <br />6. Senior Citizen Annual Report Presentation by Suzanne Kostanshek <br /> <br />Suzanne Kostanshek presented the 1992 Senior Citizen Annual Report. <br />She reviewed the Senior Citizen Coordinator duties and activities which <br />she coordinates. Suzanne explained that many of the activities and <br />duties of the Senior Citizen Program are handled by volunteers. She <br />thanked all the volunteers that have donated many hours to the <br />programs. <br /> <br />Mayor Duitsman thanked Suzanne for the valuable services she provides <br />for the Senior Citizens. <br /> <br />Carol Mills, Guardian Angels Foundation, was also present and thanked <br />Suzanne for the services she provides. <br /> <br />7.1. Consider and Approve Loan Agreement Tescom Corporation <br /> <br />The City Administrator explained that a loan agreement has been drafted <br />by Larkin, Hoffman, Daly and Lindgren for the DTED funds granted to <br />Tescom in the amount of $250,000 to be used to assist Tescom <br />Corporation with its expansion project. Peter Beck reviewed the terms <br />and conditions of the loan agreement. <br /> <br />COUNCILMEMBER FARBER <br />CITIES DEVELOPMENT <br />TESCOM CORPORATION. <br />MOTION CARRIED 5-0. <br /> <br />MOVED TO APPROVE THE AGREEMENT FOR LOAN OF SMALL <br />PROGRAM FUNDS BETWEEN THE CITY OF ELK RIVER AND <br />COUNCILMEMBER SCHEEL SECONDED THE MOTION. THE <br /> <br />7.2. Ordinance Amendment/Public Hearing/Request by John Weicht to Allow <br />Review and Changes to the City's Architectural Standards <br /> <br />John Weicht was not present at this time to review the issue with the <br />Council. <br /> <br />COUNCILMEMBER SCHEEL MOVED TO CONTINUE THIS ISSUE UNTIL THE ROOFING <br />MATERIAL WAS BROUGHT TO THE CITY COUNCIL BY JOHN WEICHT. COUNCILMEMBER <br />HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br />
