<br />. <br /> <br />. <br /> <br />. <br /> <br />MEETING OF THE ELK RIVER CITY COUNCIL <br />CAPITAL IMPROVEMENT PROGRAM WORK SESSION <br />HELD AT ELK RIVER CITY HALL <br />TUESDAY, MARCH 30, 1993 <br /> <br />MEMBERS PRESENT: <br /> <br />Mayor Duitsman, Councilmembers Scheel, Farber, Dietz, <br />and Holmgren <br /> <br />Members Absent: <br /> <br />None <br /> <br />Staff Present: <br /> <br />Pat Klaers, City Administrator; Terry Maurer, City <br />Engineer; and Lori Johnson, Finance Director <br /> <br />Pursuant to due call and notice thereof, the meeting of the City Council <br />Capital Improvement Program Work Session was called to order at 6:20 p.m. by <br />Mayor Duitsman. <br /> <br />Discussion was held on the upcoming informational meeting with the Orono <br />Lake 3rd Addition neighborhood. Terry Maurer briefly updated the Council on <br />the proposed handout and format of the meeting. Because of the possibility <br />of more than two Councilmembers attending the meeting, the Council agreed <br />that it would be appropriate to call this as a special City Council meeting. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO CALL A MEETING OF <br />THURSDAY, APRIL 1, AT ELK RIVER CITY HALL AT 7:00 P.M. <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />THE CITY COUNCIL ON <br />COUNCILMEMBER FARBER <br /> <br />Pat Klaers gave an overview of the progress at the past CIP meetings. He <br />indicated that the plan for this meeting was discussion on new projects, <br />Council prioritization of projects, and a discussion on CIP finances. <br /> <br />Mayor Duitsman listed his priorities for projects for the years 1993 to 1997. <br /> <br />1. Library expansion - If the Great Regional River Library system will <br />support additional staff and materials. <br /> <br />2. Expansion of the Waste Water Treatment Plant. <br /> <br />3. Water towers and wells. <br /> <br />4. Jackson Square/parking lots It was indicated that the HRA has <br />committed funds for improving parking lots, including Jackson Square. <br /> <br />5. <br /> <br />Storm sewer plan and Ditch #10 - Discussion was held regarding Ditch <br />#28, and the feeling that this was a County issue. However, the City <br />should review Ditch #10 as the Council felt that it was the City's <br />responsibility to do so with urban and commercial development using <br />this ditch for storm water drainage to the river. The City Council <br />directed the City Engineer to review the drainage culvert under the <br />railroad tracks. <br />
