Call Meeting To Order <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River <br />City Council was called to order at 5:50 p.m. by Mayor Duitsman. <br /> <br />2. Consider 3/8/93 City Council Agenda <br /> <br />COUNCILMEMBER SCHEEL MOVED TO APPROVE THE 3/8/93 CITY COUNCIL AGENDA. <br />COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> <br />3. Street/Park Department Annual Report <br /> <br />Phil Hals, Street/Park Superintendent <br />Department Annual Report. <br /> <br />the <br /> <br />Street/Park <br /> <br />presented <br /> <br />4. Consider Park and Recreation Commission Recommendations <br /> <br />Phil Hals, Street/Park Superintendent, stated that the Park and <br />Recreation Commission moved to recommend that the City Council commit <br />$1500 from the Park Capital Equipment Fund for the Street/Park <br />Department to buy the components to retrofit a golf cart vehicle with a <br />new engine, driveline, and paint striping equipment to be used for <br />field maintenance. <br /> <br />COUNCILMEMBER SCHEEL MOVED TO APPROVE THE USE OF $1500 FROM THE PARK <br />CAPITAL EQUIPMENT FUND TO BUILD A RECREATION FIELD MAINTENANCE VEHICLE <br />WHICH WILL BE USED TO DRAG AND LINE RECREATION FIELDS. COUNCILMEMBER <br />FARBER SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> <br />Phil Hals indicated that the Park and Recreation CommiSSion moved to <br />recommend that the City Council consider hosting a Plant-a-Tree Program <br />in conjunction with the Winnetka Tree Farm in Brooklyn Park. He <br />indicated that the City would advertise an evening tree seminar and a <br />City staff member and a representative from Winnetka Tree Farms would <br />put on an hour long class on tree choices, proper planning, etc. <br />Anyone that attended the seminar would receive a coupon for an <br />additional 20% off of tree sales. He further stated that the City <br />could offer a $25.00 reimbursement to residents for each tree of 1-1/2" <br />in diameter or larger that they plant of their property. <br />
