<br />. <br /> <br />. <br /> <br />. <br /> <br />Joint City Council/Planning Commission Minutes <br />February 27, 1993 <br /> <br />Page 2 <br /> <br />4. <br /> <br />City Planning and Implementation Tools <br /> <br />Bill Weber, Consulting City Planner from BRW, indicated that he began <br />working with the City in 1990 when he was authorized to complete four <br />focus area studies as an expansion of the City approved comprehensive <br />plan or Growth Management Plan (GMP). Bill reviewed all of the <br />components of the 1988 GMP and discussed the policy statements for the <br />residential, commercial, industrial, park, transportation, and utility <br />sections of the plan. It was the general agreement of the Planning <br />Commission and the City Council that the Growth Management Plan should <br />be updated in 1993 to more accurately reflect the existing conditions <br />in Elk River and future goals for Elk River. <br /> <br />5. Local Development Agencies <br /> <br />No discussion on these issues took place. <br /> <br />6. <br /> <br />Discussion on other Planning Issues <br /> <br />Mayor Duitsman stressed the need for the storm drainage plan to be <br />completed and advised the Planning Commission that this plan will need <br />their input and that it will be a very important document in guiding <br />our future growth and development. Additionally, Mayor Duitsman <br />discussed the Waste Water Treatment Plant expansion project that is <br />being considered by the City Council. <br /> <br />Planning Commission Chair, Bob Minton, discussed with the City Council <br />some of the Planning Commission goals for the next few months. These <br />goals included visiting other Planning Commission meetings, offering a <br />training session for Planning Commission members within the vicinity, <br />continuing to provide training opportunities for the Elk River Planning <br />Commission, and improving the overall City method of providing <br />information to the public. <br /> <br />It was noted that an update of the Growth Management Plan should take <br />place as soon as the storm water (drainage) plan, transportation plan, <br />and waste Water Treatment Plant expansion report receives consideration <br />by the City Council. <br /> <br />7. Other Business/Staff Updates <br /> <br />The City Administrator invited all the Commissioners present and the <br />City Council to a tour of the new City Hall facility. <br /> <br />8. Adjournment <br /> <br />There being no further business, the special meeting of the City <br />Council and Planning Commission was adjourned at 11:40 a.m. <br /> <br />Respectfully submitted, <br /> <br />paLl?
