<br />. <br /> <br />. <br /> <br />. <br /> <br />JOINT MEETING OF THE ELK RIVER CITY COUNCIL AND PLANNING COMMISSION <br />HELD AT THE ELK RIVER PUBLIC LIBRARY <br />SATURDAY, FEBRUARY 27, 1993 <br /> <br />COUNCILMEMBERS PRESENT: Mayor Duitsman, Councilmember Scheel, Farber, Dietz, <br />and Holmgren <br /> <br />PLANNING COMMISSION MEMBERS PRESENT: Chairman Minton, Commissioners JOhnson, <br />Eber1ey, Tveite, Spotts, Kuester, and Kreger (9:20) <br /> <br />STAFF PRESENT: Patrick Klaers, City Administrator; Stephen Rohlf, Building <br />and Zoning Administrator; Peter Beck, City Attorney; Bill <br />Weber, Consulting City Planner <br /> <br />1. Call Meeting to Order <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River <br />City Council and Planning Commission was called to order at 9:00 a.m. <br />by Mayor Duitsman. <br /> <br />2. <br /> <br />Introductions <br /> <br />All members present were introduced and welcomed to the meeting by <br />Mayor Duitsman. Pat K1aers, City Administrator, thanked everyone for <br />coming to this work session and stated that the meeting format is <br />intended to be very informal with questions coming at any time by any <br />member present. The purpose of the meeting was to discuss the <br />legalities of City planning and zoning issues and also to review some <br />of the past planning and zoning activities that have taken place in Elk <br />River. <br /> <br />3. <br /> <br />Planning and Development Legal Framework and Principals <br /> <br />Peter Beck began his presentation by indicating that environmental <br />issues are not included in the outline for this meeting and that the <br />environmental topic is very complicated and the laws are changed all <br />the time by the courts. The environmental topic could be the subject <br />of a separate work session. <br /> <br />Peter Beck reviewed with the City Council his 2/27/93 outline of issues <br />to be addressed. Major topics of discussion from this presentation <br />included: 1) takings, 2) moratoriums, 3) interim uses, and 4) traffic <br />planning City-wide and cul-de-sacs. Peter reviewed all six pages of <br />his outline. The City Council indicated that the Planning Commission <br />should feel free to evaluate the need for interim uses in Elk River. <br />Traffic planning was a subject of a great deal of discussion and <br />everyone is looking forward to the City Engineer traffic study report <br />that is due shortly. <br />
