<br />. <br /> <br />. <br /> <br />. <br /> <br />City Council Minutes <br />January 25, 1993 <br /> <br />Page 9 <br /> <br />Holmgren indicated that he concurred with the EDA'S recommendation to <br />assist the Company with TIF Funds from Districts No. 1 and No.3. It <br />was the consensus of the Council to postpone a decision on this matter <br />until February 1, at which time, the Economic Development Coordinator <br />will be present to answer any questions the Council may have. <br /> <br />6.2. Waste Water Treatment Plant Expansion <br /> <br />Terry Maurer reviewed the proposal to upgrade the Waste Water Treatment <br />Plant facility. He stated there were three issues that need to be <br />addressed regarding the proposed upgrade. <br /> <br />Service Area <br /> <br />Terry Maurer explained that he has proposed a potential service area <br />for the next 20 years which is shown on the map attached to his memo. <br />He explained that the proposed area excludes existing rural <br />developments along the northerly fringe of the Growth Management Plan <br />Urban Service Area. He further stated that the size of the area shown <br />on the map will result in a Waste Water Treatment Plant sizing of <br />approximately 2.2 million gallons per day (mgd) which is three times <br />the current quantity. <br /> <br />Discussion was held by the Council whether the service area should be <br />extended further south along Highway 10 and further east along the <br />eastern service area boundary. Terry Maurer stated that if the Council <br />would like to consider expanding the boundaries for services along <br />Highway 10 and along the eastern border, perhaps it would like to <br />consider decreasing other areas that possibly will not need sewer <br />within the next 20 years. He stated it may be appropriate for the <br />Council to consider a second expansion in 15 years which would include <br />these and other areas. Terry indicated he would provide some <br />additional information on the service needs for these other areas. The <br />Council stated that it believed it would need 2.2 mgd before 20 years. <br /> <br />otsego Sewer Capacity <br /> <br />Terry Maurer explained that the 2.2 million gallons per day would not <br />account for otsego use of the WWTP. Discussion was held by the Council <br />regarding whether or not otsego would like to share the City of Elk <br />River's sewer capacity. It was the consensus of the Council to <br />authorize staff to research the joint otsego/Elk River Sewer Plant <br />usage and to report back to Council. It was further indicated that the <br />City Councils of Otsego and Elk River will discuss this matter at a <br />joint meeting at a later time. <br /> <br />State Revolving Loan Fund Program <br /> <br />Terry Maurer, City Engineer, suggested that the City Council submit the <br />Waste Water Treatment Plant facility expansion plan to the MPCA to <br />reserve the option of pursuing funds through the State Revolving Loan <br />Fund. It was the consensus of the Council to apply for the Revolving <br />Loan Fund for the Waste Water Treatment Plant expansion. <br />
