<br />City Council Minutes <br />September 12, 1994 <br /> <br />Page 3 <br /> <br />e <br /> <br />7.1. <br /> <br />Other Business <br /> <br />Councilmember Dietz asked if the new fire chief, Bruce West, has commented on <br />the response time residency portion of the employment agreement. Pat Klaers <br />stated he has spoken with the Mr. West and he does not have a problem with the <br />requirement. Pat stated that after checking with Peter Beck for appropriate <br />wording, he has revised that section of the agreement and will be mailing it to <br />the fire chief. <br /> <br />Councilmember Dietz asked if Bruce West would be attending the Fire <br />Department open house on Saturday. Pat Klaers indicated that Mr. West <br />attended the Fire Department training session last Thursday, and anticipated that <br />he would be present at the open house. Pat noted that Mr. West has submitted <br />his resignation to Anoka, and is comfortable with the terms and conditions of the <br />employment agreement as discussed. He explained that the agreement will <br />specify that by 8/31/95, the fire chief will reside within a 7 minute response time of <br />the fire station. <br /> <br />8; Budaet Work Session <br /> <br />Councilmember Dietz stated that Phil Hals has indicated that he would not have <br />a problem with cutting $10,000-15,000 from the seal coating budget for this year <br />to help balance the budget. <br /> <br />e <br /> <br />Council member Scheel had a question regarding the tax rebate program and <br />the effect of the City's levy. <br /> <br />In response to a question by Council member Dietz, Pat Klaers stated that two <br />deductions have been made in the Council Contingency Fund; one is a $10,000 <br />flat out reduction; second is a $12,000 reduction resulting from delaying the hiring <br />of 1995 employees. <br /> <br />Discussion followed regarding the surface water management fee. <br /> <br />Councilmember Scheel expressed her opposition to charging land owners in the <br />northern area for the surface water management improvements. She also <br />disagreed with the method of charging the fee. Council member Scheel stated <br />that residents in the northern area are not contributing to the storm water <br />problem and therefore, should not be expected to pay for the program. <br /> <br />Lori Johnson explained the requested debt levy adjustments as follows: <br /> <br />1991 Equipment Certificate - Due to the required five percent overlevy, <br />sufficient cash is available in this fund to <br />reduce the levy by $5,000.00. This $5,000.00 <br />would be added to the levy of either the <br />general fund or surface water <br />management program. <br /> <br />1986 Improvement Bond - <br /> <br />Scheduled levy of $12,250; can be <br />canceled due to sufficient assessment pre- <br />payments. <br /> <br />e <br />
