<br />e <br /> <br />e <br /> <br />e <br /> <br />4. <br /> <br />Truth in Taxation Budoet Public Hearino <br /> <br />Mayor Duitsman explained that the City Council received public comment on <br />December 5, 1994, regarding the proposed 1995 Municipal budget and Tax Levy. <br />He stated that the City Council continued this public hearing to their December <br />12, City Council meeting. Mayor Duitsman questioned whether there were any <br />comments from the public regarding the 1995 Municipal Budget and Tax Levy. <br /> <br />Emma Holzem questioned when the City would begin repairing the ditches. She <br />further commented on the fact that there are funds available for this type of <br />improvement from the State revolving loan fund. <br /> <br />Richard Lockwood of Zimmerman questioned the timing for improving ditch NO.1. <br /> <br />Robin Tuttle, 12334 Ranch Road, stated that she wanted to be sure that the <br />council would address the outlying area farms, as she feels that these people pay <br />more taxes and do not receive as many services as the people in the urban area. <br /> <br />Council Member Scheel spoke on behalf of the residents in Ward 2. Council <br />Member Scheel stated that working to the north from the Mississippi River will not <br />resolve the water problems in Ward 2, as their water goes to the Rum River. She <br />indicated that the cost of services for the rural area are rising. She further <br />indicated that there are minimal services for Ward 2 residents. She stated that <br />90% of the people have not seen a squad car and that there are few fires in <br />Ward 2. She further indicated that Ward 2 residents are always the last to get <br />plowed out. She indicated that the taxes for the Ward 2 people have increased <br />as much as those people who receive City services in the urban area. <br /> <br />There being no further comments, Mayor Duitsman closed the public hearing. <br />Mayor Duitsman indicated that the final budget and tax levy will be approved on <br />December 19,1994. <br /> <br />5.1 Update on Appointments to City Boards and Commissions <br /> <br />The City Clerk reviewed the applications that had been received for the Board <br />and Commission vacancies. The City Administrator suggested that the previously <br />called special meeting for January 16, 1995, be changed to hold board and <br />commission interviews instead of reviewing the Capital Improvement Plan. He <br />indicated that the Capital Improvement Plan could be discussed at a meeting in <br />February. <br /> <br />COUNCIL MEMBER DIETZ MOVED TO AMEND THE MOTION PREVIOUSLY MADE ON <br />DECEMBER 5, 1994, WHICH CALLED A SPECIAL MEETING OF THE CITY COUNCIL ON <br />JANUARY 16, FOR THE PURPOSE OF CAPITAL IMPROVEMENT HEARING. THE <br />AMENDMENT IS AS FOLLOWS: <br /> <br />TO CALL A SPECIAL MEETING OF THE CITY COUNCIL ON JANUARY 16, 1995, FOR THE <br />PURPOSE OF HOLDING INTERVIEWS FOR BOARD AND COMMISSION APPLICANTS, <br />AND TO CALL A SPECIAL MEETING OF THE CITY COUNCIL ON FEBRUARY 20, 1995, TO <br />HOLD A CAPITAL IMPROVEMENT PUBLIC WORKSESSION. COUNCIL MEMBER <br />HOLMGREN SECONDED THE MOTION, MOTION CARRIED 5-0. <br />
