<br />Elk River City Council Minutes <br />November 7, 1994 <br /> <br />Page 6 <br /> <br />e <br /> <br />4.6. <br /> <br />Update on County Ditches <br /> <br />The City Attorney updated the Council on the status of the City's efforts to <br />discharge storm water into County Ditch 10 around Highway 169. It was noted <br />that County Board action is anticipated on 11118/94 regarding setting a public <br />hearing date to review the City's request. One of the issues that needs to be <br />addressed in this request is how much it will cost the City for the opportunity to <br />discharge water into this ditch system or whether there will be any expense at all <br />if the City is required to maintain the system from the discharge point to the river. <br /> <br />The City Attorney updated the Council on the status of other City/County ditch <br />issues in the efforts to improve the drainage system and have the City become <br />managers of the drainage systems. <br /> <br />6.3. Consider Special Assessment Resolutions <br /> <br />The Finance Director noted that the Elk Park Center final assessment roll was <br />added to the agenda earlier in the evening and she distributed the resolution <br />calling for the adoption of this assessment roll. The Finance Director discussed <br />with the City Council the resolutions for the special assessments for Hillside Estates <br />2nd Addition and Hillside Estates 3rd and 4th Additions and Hillside Crossing. The <br />Finance Director distributed a handout showing the 1994 special assessment <br />reapportionments for Oak Parc Plaza, Cherryhill Bluffs 3rd, Hillside Crossing, <br />Country Crossing 1 st, and Hillside Estates 2nd. <br /> <br />- <br /> <br />COUNCILMEMBER FARBER MOVED TO APPROVE THE 1994 SPECIAL ASSESSMENT <br />REAPPORTIONMENTS AS DISTRIBUTED AND REVIEWED BY THE FINANCE DIRECTOR. <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />COUNCILMEMBER DIETZ MOVED TO APPROVE RESOLUTION 94-111, A RESOLUTION <br />ADOPTING THE FINAL ASSESSMENT ROLL FOR THE HILLSIDE ESTATES 2ND ADDITION <br />IMPROVEMENT PROJECT. COUNCILMEMBER FARBER SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />COUNCILMEMBER SCHEEL MOVED TO APPROVE RESOLUTION 94-112, A RESOLUTION <br />ADOPTING THE FINAL ASSESSMENT ROLL FOR THE HILLSIDE ESTATES 3RD AND 4TH <br />ADDITIONS IMPROVEMENT PROJECTS. COUNCILMEMBER FARBER SECONDED THE <br />MOTION.
