Open Mike <br /> <br />No one appeared for this item. <br /> <br />6.1. Consider Modification to EDA Enablinq Resolution/P.H. <br /> <br />Economic Development Coordinator Bill Rubin indicated that on October 17 the <br />City Council authorized a public hearing to consider a modification to the <br />resolution which created the Economic Development Authority for the City of Elk <br />River. The proposed modification relates to the initiative of adding at least one <br />more at-large Commissioner at the expense of reducing the number of City <br />Council members on the EDA. <br /> <br />Bill Rubin provided some background relating to the general make up of <br />Economic Development Authorities in Minnesota. He reviewed a research report <br />which was prepared by the Minnesota Senate in regard to Economic <br />Development Authorities. Bill Rubin also provided some information regarding the <br />make up of Economic Development Authorities for neighboring communities. <br /> <br />- <br /> <br />Mayor Duitsman opened the public hearing. <br /> <br />Jeff Gongoll, 13900 Riverview Drive, President of the Economic Development <br />Authority, indicated he was in support of adding an at-large Commissioner to the <br />Economic Development Authority. Mr. Gongoll indicated he felt the EDA should <br />portray a representation of those that it is representing. mainly from the business <br />and industrial communities. <br /> <br />Rich Duggan, 13435 277th Avenue, President of Marketech and Board of Director <br />of the Chamber of Commerce, indicated he supports the proposed modification <br />of adding at least one more at-large Commissioner to the EDA. He felt that this <br />would provide a broader input in decision making. <br /> <br />There being no further comments. Mayor Duitsman closed the public hearing. <br /> <br />Mayor Duitsman stated that one of the largest issues facing the City is economic <br />development. He stated that economic development should be one of the key <br />things that the City Council is involved in and further indicated that he cannot <br />picture a member of the City Council not being a member of the Economic <br />Development Authority. He indicated he felt it was important that the five <br />members of the City Council be on the EDA. <br /> <br />Council member Scheel felt it was important that the EDA be comprised of the <br />five Council members. She indicated that this is a way to ensure that there are <br />continually new members on the EDA. <br /> <br />e <br />
