Consider Bids for Fire Department Roofina Proiect <br /> <br />Fire Chief Bruce West stated that the City received six bids for the re-roofing <br />project at the fire station. Fire Chief West stated that lnspec has reviewed the <br />bids and are recommending the lowest bidder which was Palmer West <br />Construction at $33.417.00. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO AWARD THE RE-ROOFING PROJECT BID <br />FOR THE FIRE STATION TO PALMER WEST CONSTRUCTION AT $33,417.00. <br />COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />4.2. Review Traffic Studv/Hiahwav 169 East Frontaae Road includina the Elk Hills Drive <br />and Dodae A venue Street Area <br /> <br />City Engineer Terry Maurer reviewed the US Highway 169 frontage road study. He <br />indicated that the purpose of the study is to determine the most feasible <br />improvements to accommodate current and future traffic needs along the east <br />side of Trunk Highway 169 from Main Street to 197th Avenue. <br /> <br />Terry Maurer reviewed the existing conditions and proposed improvements of <br />several intersections in the report. <br /> <br />-- <br /> <br />The intersection of Main Street and Baldwin A venue - Terry Maurer recommended <br />that Option # 1 be considered. It was noted that any development to the south <br />of this area will affect traffic patterns in this vicinity. <br /> <br />Extensive discussion was held regarding the Dodge Avenue existing conditions <br />and the Elk Hills Drive intersection. Terry Maurer recommended that the Council <br />consider Alternative #4. Discussion was held regarding lowering the grade on <br />Dodge Street to make it a safer condition. <br /> <br />Gary Santwire spoke on behalf of approximately 65 percent of the business <br />owners. He indicated that the business owners he represented have concurred <br />that Alternative #4 is the best choice. He stated that they would like to see the <br />project start immediately in the spring and would rather see the area totally <br />closed rather than improved under open traffic conditions. He further requested <br />that the City take immediate action to order the improvements to the Dodge <br />Avenue and Elk Hills Drive intersection. <br /> <br />Councilmember Dietz questioned the funding for this project. Gary Santwire <br />indicated that it was the intent of the business owners to pay 50 percent of the <br />improvements through assessments and to grant easements where necessary. <br /> <br />Mayor Duitsman stated that a major issue with the Elk Hills Drive intersection is the <br />elevation. He requested the City Engineer to do an elevation study on this area. <br /> <br />e <br /> <br />The Council indicated its concern regarding the amount of traffic and number of <br />movements at the intersection of Elk Hills Drive and Dodge Street/Avenue. It was <br />suggested that the intersection be signalized, but this does not seem possible due <br />to its close proximity to Highway 169. <br />
