Review of Elk Park Center 2nd Addition Final Plat <br /> <br />Steve Ach, City Planner, indicated that the Elk Park Center 2nd Addition consists <br />of Mr. Dickenson's property and the four single family lots along Jackson Road <br />that will be converted to a storm drainage pond for the Elk Park Center Planned <br />Unit Development. He stated that the final plat has been prepared in <br />accordance with the terms and conditions outlined for preliminary plat approval. <br /> <br />COUNCILMEMBER SCHEEL MOVED TO ADOPT RESOLUTION 94-35, A RESOLUTION <br />GRANTING FINAL PLAT APPROVAL FOR ELK PARK CENTER 2ND ADDITION. <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />10. Conditional Use Permit reauest for site plan review for Phose I of Elk Park <br />CenterlPublic Hearina cu 94-08 <br /> <br />City Planner steve Ach, indicated that Phase I of Elk Park Center consists of a <br />grocery store, Target and 3 retail buildings, totaling 246,025 square feet. In <br />addition, street improvements to School Street, Jackson Road, Highway 169, and <br />the construction of the extension of Freeport A venue from School Street to <br />Jackson Road will occur. Trunk water and sewer will also be extended to serve <br />the shopping center. <br /> <br />Mayor Duitsman opened the public hearing. <br /> <br />e <br /> <br />Mr. Mike Shields of AKRW Architects reviewed the site plan and elevation <br />drawings for Phase I. <br /> <br />Mr. Bert Dahlberg of Kraus-Anderson questioned how closely the developers <br />would be held to the design of the building. It was the consensus of the Council <br />to allow minor changes to the building footprint as approved by staff. <br /> <br />Dan Tveite, Planning Commission representative, indicated that the Planning <br />Commission felt it was very important to preserve as many trees as possible. Mr. <br />Tveite stated that the Planning Commission received no public opposition to the <br />project and unanimously recommended approval of the conditional use permit. <br /> <br />Mayor Duitsman closed the public hearing. <br /> <br />COUNCllMEMBER DIETZ MOVED TO APPROVE THE CONDITIONAL USE PERMIT FOR <br />SITE PLAN REVIEW OF PHASE I ELK PARK CENTER PUD FOR KRAUS ANDERSON OF ELK <br />RIVER, INC., WITH THE FOLLOWING CONDITIONS: <br /> <br />1. FINAL PLAT BE APPROVED BY THE CITY COUNCIL AND RECORDED WITH <br />SHERBURNE COUNTY. <br /> <br />2. ALL CONDITIONS STATED IN RESOLUTION NO. 93-81 BE COMPLETELY <br />SATISFIED. <br /> <br />e <br /> <br />3. <br /> <br />A DEVELOPMENT AGREEMENT AND PUD AGREEMENT FOR ELK PARK CENTER <br />PUD BE APPROVED BY THE CITY COUNCIL. <br />
