<br />City Council Minutes <br />April 25, 1994 <br /> <br />Page 4 <br /> <br />e <br /> <br />8.1. <br /> <br />Premise Permit Resolution to Allow Elk River Lions to Sell Pull Tabs at Broadwav Bar <br />and Pizza <br /> <br />Two representatives of the Lions' Club were present to review the Club's request <br />with the City Council. It was noted that Broadway currently allows Camp <br />Confidence to sell pull tabs at their establishment but that State law allows up to <br />two non-profit organizations to operate pull tabs in any establishment. <br /> <br />The City Council indicated their strong support for the Lions' Club pull tab <br />operation taking place at Broadway. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE RESOLUTION 94-40, A <br />RESOLUTION APPROVING THE PREMISE PERMIT FOR THE ELK RIVER LIONS' CLUB. <br />COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />4.2. Open Mike - Continued <br /> <br />Building and Zoning Administrator Steve Rohlf addressed the City Council and <br />indicated that he is planning to make a presentation to the MPCA Board <br />regarding pending legislation relating to air quality control emissions. Steve <br />reviewed what he anticipated stating to the Board regarding the proposed new <br />regulations, and the City Council indicated its support for this position. <br /> <br />e <br /> <br />COUNCILMEMBER FARBER MOVED TO APPROVING HAVING STEVE ROHLF MAKE A <br />PRESENTATION TO THE MPCA BOARD REGARDING PENDING LEGISLATION. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />6. <br /> <br />728 Area Recreation Annual Report - Jeff Asfahl. Coordinator <br /> <br />Jeff Asfahl made a brief presentation on the 1993 activities in the 728 Area <br />Recreation program. Jeff also discussed 1994 goals for this program. <br /> <br />The Mayor asked Jeff for his input and assistance in dealing with the youth <br />problems and the potential need for a youth center. Jeff indicated that this is an <br />area of interest for him and that he would be happy to be involved in this project. <br />The City Council requested a report from Jeff on this topic and on his perception <br />for the need for a youth center and possible alternatives to a youth center. <br /> <br />Council member Farber left the meeting aUhis time (approximately 8:40 p.m.). <br /> <br />7. Street/Park Department Annual Report - Superintendent Phil Hals <br /> <br />Phil Hals, Street/Park Superintendent, reviewed with the City Council the 1993 <br />accomplishments of his department. Phil stressed the team approach of all of his <br />employees and stated his strong support for the good quality staff the City <br />Council has hired for him. Phil reviewed with the Council the 1994 goals for the <br />Streets and Parks Departments. <br /> <br />e <br />
