<br />City Council Minutes <br />April 25, 1994 <br /> <br />Page 3 <br /> <br />e <br /> <br />Discussion took place regarding the need for a large open tract of land for active <br />recreation fields. It was the consensus of the City Council to have staff contact <br />an area farmer that owns land on the east side of the City and whose property is <br />identified for parks in the Master Plan to see if he and his family are interested in <br />selling their property for park purposes. <br /> <br />4. <br /> <br />Open Mike (approx. 7:00 p.m.) <br /> <br />Mr. Brian Bistodeau of the Elk River Jaycees discussed with the City Council the <br />possibility of closing Lake Orono to the public for a jet ski race contest. Brian <br />indicated that he would like to do this the Sunday of the County Fair and that he <br />has reviewed this issue with the County Fair Board. Furthermore, Brian indicated <br />that the Chamber President supports this request and that their only issue of any <br />significance relates to parking. <br /> <br />The Council indicated that Brian should contact Dave Anderson at Sherburne <br />County to review shoreland erosion issues and in order to determine whether the <br />lake size and depth was appropriate for this type of activity. <br /> <br />Brian indicated that he will contact the Lake Orono Homeowner's Association to <br />receive feedback on this request and that the event brings approximately 3,000 <br />people into the community. Furthermore, the event is a fund-raiser for the Make- <br />A-Wish Foundation. <br /> <br />e <br /> <br />The Council directed Brian to present his proposal to the Park and Recreation <br />Commission. The next Commission meeting is Wednesday, May 11, 1994 at 7:00 <br />p.m. at the Elk River City Hbll. <br /> <br />5. <br /> <br />Joint Meetina with Park and Recreation Commission, continued <br /> <br />Chair Anderson led the discussion on the staff needs for Park and Recreation <br />purposes. It was indicated that StreetlPark Superintendent Phil Hals needs more <br />staff to adequately maintain our city parks. Dave further indicated that the staff <br />help from Steve Rohlf was vital in the Commission's efforts to update its Master <br />Plan. Finally, Dave indicated that it was the overall feeling of the Commission <br />that a City Park and Recreation Director would be beneficial to the community. <br /> <br />Phil Hals and Dave Anderson led the review of 1993 accomplishments in the park <br />and recreation areas. Dave and Phil also discussed 1994 goals in the park and <br />recreation areas. <br /> <br />The City Council recessed at 7:50 p.m. and reconvened at 8:00 p.m. <br /> <br />e <br />
