Finance Award - Certificate of Compliance <br /> <br />The City Administrator informed the Council that the City of Elk River <br />has received the Certificate of Achievement for Excellence in Financial <br />Reporting for the 1992 fiscal year. Pat Klaers commented on the <br />outstanding performance of the Finance Director for achieving this <br />recognition for the fourth consecutive year. He also acknowledged Joan <br />Frick, Senior Accounting Clerk for her assistance in obtaining this <br />achievement. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO COMMEND LORI JOHNSON, FINANCE DIRECTOR, <br />AND HER STAFF FOR OBTAINING THIS CERTIFICATE OF ACHIEVEMENT FOR THE <br />FOURTH CONSECUTIVE YEAR. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE <br />MOTION CARRIED 4-0. <br /> <br />6.2. Consider Tax Increment Financing Plan for Tax Increment Financing <br />District No. 12 (EDA Main Street Project) <br /> <br />The Council received a request, in writing, from the Bruce Company to <br />delay action on this issue until January 18; the delay would allow the <br />Bruce Company time to receive further reaction from the Downtown <br />Corporation and the Elk River Chamber of Commerce who would be <br />discussing the issue on January 11. <br /> <br />e <br /> <br />Mayor Duitsman requested that the Council delay any action on this item <br />until January 31. He indicated that he would be out of town on January <br />18 and 25. <br />
