Kathy Specht further indicated that she mailed petitiens te City Ceuncil members, Planning Cemmissien members, and seme city staff members. She questiened why the City Administrater did net pick up his letter frem the pest .office. Kathy Specht asked if the 12/11/95 Ceuncil meeting was .open te the public and if public cemments en the cemprehensive plan weuld be taken. The City Administrater indicated that because Kathy Specht had been at City Hall several times during the past few weeks, she ceuld have hand delivered the infermatien. The City Administrater further indicated that in t.oday's seciety, .one can never tell .of the danger that ceuld be present. 8.1. Ceunty Ditch Repair The City Administrater indicated that he received a repert en the ditch werk cempleted en Ceunty Ditch # 10 and Ceunty Ditch #28. He indicated that the cest te city preperties fer these repairs is $168.04 fer Ditch # 10 and $5,278.02 fer Ditch #28. COUNCILMEMBER FARBER MOVED TO PAY THE COSTS ASSOCIATED WITH THE REPAIR OF COUNTY DITCHES #10 AND #28 WITH THE FEES TO COME FROM THE SURFACE WATER MANAGEMENT FUND. COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 3-0. e 8.2. Resolutien .of Support te the Central Minnesota Initiative Fund fer Internet Five, Inc. Lean Request The City Administrater indicated that the city has received a request te issue a reselutien en behalf .of Internet Five, Inc., indicating its suppert .of the preject. The city is required te submit a Reselutien .of Suppert te the Central Minneseta Initiative Fund's Partnership with the State .of Minneseta's Challenge Grant Pregram. COUNCILMEMBER DIETZ MOVED TO ADOPT RESOLUTION 95-81, A RESOLUTION OF SUPPORT TO THE CENTRAL MINNESOTA INITIATIVE FUND, INTERNET FIVE, INC., PROJECT. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 3-0. 9. Staff Updates The City Administrater distributed a letter from the city's law firm te Kim Brandell .of Terpstra, Black, Brandell Law Firm in Elk River regarding the ice arena agreements. e COUNCllMEMBER DIETZ MOVED TO AUTHORIZE THE LIQUOR STORE MANAGER fRITZ DOlEJS TO ATTEND THE NATIONAL LIQUOR CONFERENCE FROM JANUARY 7-11, 1996. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 3-0.
