The <br />City Clerk further indicated that Jeff Hendrickson and Rick Bitney had submitted <br />applications for the Park and Recreation Commission in August and were <br />interviewed by the Council at that time. She indicated that these applications <br />were included in the Council packet for review. <br /> <br />5.1. <br /> <br />Consider Board and Commission Appointments <br /> <br />COUNCILMEMBER FARBER MOVED TO REAPPOINT JIM TRALLE TO THE UTILITIES <br />COMMISSION FOR A THREE YEAR TERM BEGINNING JANUARY 1, 1996, AND <br />ENDING DECEMBER 31, 1998. COUNCILMEMBER DIETZ SECONDED THE MOTION. <br />THE MOTION CARRIED 3-0. <br /> <br />COUNCILMEMBER DIETZ MOVED TO REAPPOINT LOUISE KUESTER AND TO APPOINT <br />JON ANDERSON TO THE PLANNING COMMISSION FOR THREE YEAR TERMS TO <br />BEGIN JANUARY 1, 1996, AND TO END DECEMBER 31, 1998. COUNCILMEMBER <br />FARBER SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> <br />COUNCILMEMBER DIETZ MOVED TO REAPPOINT DANA ANDERSON TO THE PARK <br />AND RECREATION COMMISSION FOR A THREE YEAR TERM BEGINNING JANUARY 1, <br />1996, AND ENDING DECEMBER 31, 1998. COUNCILMEMBER FARBER SECONDED <br />THE MOTION. <br /> <br />e <br /> <br />Councilmember Farber indicated that the city should review the ordinance <br />which allows two nonresident commissioners on the Park and Recreation <br />Commission. Councilmember Farber indicated he felt that members of the <br />commission should be city residents. Councilmember Scheel indicated that she <br />concurred with Councilmember Farber. <br /> <br />THE MOTION CARRIED 3-0. <br /> <br />5.2. Consider Adoption of Cat Ordinance <br /> <br />Chief of Police Tom Zerwas indicated that the Community Service Officers have <br />requested that the City Council consider including cats in the animal control <br />ordinance. He indicated that the police department has received an increase <br />in complaints regarding cats, and further stated that without licensing it is <br />impossible to tell if cats have been vaccinated for rabies and other diseases. <br />The Police Chief indicated that the city has been receiving many cat <br />complaints, however, in order to legally pick up the cats, the city must have an <br />ordinance regulating cats. The Chief indicated that the request to license cats <br />is due to public safety concerns. <br /> <br />COUNCILMEMBER SCHEEL MOVED TO AUTHORIZE THE LICENSING AND <br />INOCULATION OF CATS IN THE CITY OF ELK RIVER WITH A $5.00 PER TWO YEAR FEE <br />AND FURTHER AUTHORIZED STAFF TO DRAFT AN ORDINANCE REGULATING THE <br />LICENSING OF CATS IN THE CITY OF ELK RIVER, AND THAT A SIX MONTH GRACE <br />PERIOD BE GRANTED TO CAT OWNERS. COUNCILMEMBER FARBER SECONDED THE <br />MOTION. THE MOTION CARRIED 3-0. <br /> <br />e <br />
