THE MOTION CARRIED 5- <br />O. <br /> <br />Police Chief Tom Zerwas requested Council authorization to create an eligibility <br />roster for 1996 in anticipation of the COPS Fast second grant. <br /> <br />COUNCILMEMBER DIETZ MOVED TO AUTHORIZE THE POLICE CHIEF TO GO <br />THROUGH THE APPLICATION PROCESS FOR PATROL OFFICERS IN ORDER TO CREATE <br />AN ELIGIBILITY ROSTER. COUNCILMEMBER FARBER SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />5.5. Current Tooics <br /> <br />Police Chief Tom Zerwas updated the Council on the enforcement of the Fire <br />Lane parking. <br /> <br />The Police Chief updated the Council on the Highway 169 semaphores <br />enforcement. <br /> <br />Discussion was held regarding the enforcement of downtown parking. <br /> <br />e <br /> <br />Ken Williams of Brentwood Lane addressed the Council regarding crime. He <br />indicated that the. police department's first responsibility is personal protection, <br />family protection, and property protection. He indicated that he supports <br />funding for more officers within the City of Elk River. <br /> <br />Councilmember Farber indicated that the signals at School Street and Jackson <br />Avenue and Proctor Avenue and Highway 10 are creating traffic jams and that <br />the situations should be reviewed by the city engineer. <br /> <br />7. Review Finances and Consider Advertisement for Bids for Uoarade of WWTP <br /> <br />City Administrator Pat Klaers reviewed the proposed debt schedules and funds <br />needed to pay for the proposed Wastewater Treatment Plant expansion. <br /> <br />e <br /> <br />COUNCILMEMBER DIETZ MOVED TO ADOPT RESOLUTION 95-74, A RESOLUTION <br />APPROVING THE PLANS AND SPECIFICATIONS AND ORDERING THE ADVERTISEMENT <br />FORBIDS IN THE MATTER OF THE WASTEWATER TREATMENT PLANT IMPROVEMENT OF <br />1995. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br />
