<br />Elk River City Council Meeting <br />November 6, 1995 <br /> <br />Page 2 <br /> <br />e <br /> <br />to $1.500 in funds have been awarded to the police department for the <br />purchase of a personal computer through the Safe and Sober grant. Also, funds <br />are in both the 1995 and 1996 police budgets for computer equipment. The <br />Chief requested the Council to authorize the police department to purchase <br />two personal computers and related equipment in 1995. <br /> <br />COUNCILMEMBER DIETZ MOVED TO AUTHORIZE THE POLICE DEPARTMENT TO <br />PURSUE QUOTES FOR TWO PERSONAL COMPUTERS. COUNCILMEMBER FARBER <br />SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />5.3. D.A.R.E.. G.R.E.A.T., Crime Free Multi-Housina, and Other Police Proqrams <br /> <br />Police Chief Tom Zerwas informed the Council that the police department is <br />proposing some changes in order to alleviate the shortages in patrol. <br /> <br />Sergeant Tyler reviewed the proposal to combine the sections of the GREAT <br />(gang resistance) program with the secondary DARE program. He indicated <br />that eliminating the entire GREAT program and adding two sections of the <br />GREAT program to the DARE program would put one more officer back on <br />patrol. <br /> <br />Councilmember Scheel arrived at this time (5:10). <br /> <br />General discussion was held regarding the need for visibility of patrol officers in <br />order to cut down on juvenile crime and gang type activities. <br /> <br />e <br /> <br />Sergeant Tyler discussed the organization of the investigation/juvenile division. <br /> <br />5.4. <br /> <br />COPS Fast Second Application <br /> <br />Chief Zerwas informed the Council that application has been made for the <br />second COPS Fast grant. He indicated that a decision should be made <br />sometime toward the end of December. <br /> <br />5.1. Oraanizational Structure and Internal Promotions and Assianments <br /> <br />e <br /> <br />Sergeant Brad Rolfe reviewed the proposed 1996 patrol schedule. He indicated <br />that in order to enhance the patrol function within the city. a low level <br />reorganization of the police department is being proposed. The reorganization <br />consists of two patrols. a corporal; and a sergeant for each of the thrt.e shifts. <br />Sergeant Rolfe explained the duties of the sergeant and corporal and indicated <br />that the corporal position would not be involved in administrative duties. <br />Sergeant Rolfe further explained that the adoption of the proposed 1996 <br />schedule would create an additional sergeant position and two additional <br />corporal positions. Police Chief Tom Zerwas stated that there was $13,000 in the <br />1996 budget to pay for anticipated promotions in the police department. He <br />indicated that the adoption of the 1996 proposed reorganization would cost <br />about $12,000. <br /> <br />COUNCILMEMBER FARBER MOVED TO APPROVE THE REORGANIZATION OF THE <br />POLICE DEPARTMENT BY ADDING ONE SEF.GEANT AND TWO CORPORALS. <br />
