<br />Elk River City Council Minutes <br />October 30, 1995 <br /> <br />Page 3 <br /> <br />e <br /> <br />the city obtained a few years ago for the disposal of sludge from the <br />Wastewater Treatment Plant. He indicated that it is the city's intent to use the <br />land for the development of youth recreation fields and for providing additional <br />land for the disposal of sludge. The remaining balance of the property would <br />be sold for residential purposes. The City Administrator informed the Council <br />that the proposed cost for the land is $2,650 per acre totaling $306.472.50. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO ENTER INTO A PURCHASE AGREEMENT <br />TO PURCHASE 115.65 ACRES FROM MR. CASS AT $2,650, EQUALING $306,472.50. <br />COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />6. City Council Worksession to Discuss East Elk River Trunk Sewer and Water <br />Improvement Proiect <br /> <br />Wastewater Treatment Facility Uparade - Discussion was held by the Council <br />regarding the plans and specifications for the Wastewater Treatment facility <br />upgrade. Terry Maurer indicated that the project will upgrade the existing <br />facility from its currently rated 1.04 mgd capacity to 2.20 mgd capacity. <br /> <br />Assistant City Administrator Lori Johnson reviewed the financing for the project. <br />She indicated that the project cost is approximately $5 million. Lori Johnson <br />further indicated that the projections for repayment are based on a 2 percent <br />annual rate increase. She indicated that this is a very important factor in paying <br />for the project. <br /> <br />e <br /> <br />It was the consensus of the Council to bid the project now to see whether it <br />would be feasible to finance the improvements to the Wastewater Treatment <br />Plant at this time. It was further the consensus that this issue would be put on the <br />November 6 Council agenda with a resolution requesting the Council to go out <br />for bids for the project. <br /> <br />Plannina Commission Recommendation on Comprehensive Plan <br />Define Ultimate East Elk River Sewer and Water District Based on Comprehensive <br />Plan - City Planner Steve Ach reviewed the Planning Commission's <br />recommendation of the Comprehensive Plan for the ultimate urban service <br />area. He indicated that the Planning Commission's recommendation <br />represented a long term growth option. <br /> <br />Consider Appraisal for East Elk River Area - The City Administrator reviewed the <br />appraisal from Peter Patchin and Associates which provided an analysis of the <br />market benefit of water and sewer trunks to property located along and near <br />Highway lOin the southeastern portion of the city. The City Administrator <br />informed the Council that the report revealed that residential property would <br />benefit by $5,700 per acre, industrial property $5,300 per acre, and commercial <br />property $6,000 per acre. Discussion was held regarding the differences in the <br />St. Cloud Appraisal. Inc., report and the Patchin report. It was the consensus of <br />the Council that the two appraisal firms prepare an addendum report that <br />analyses additional data and information. Hopefully then both firms will come <br />to some type of similar understanding regarding benefit to the properties. <br /> <br />e <br /> <br />Determine Total Cost in the Ultimate Trunk Sewer and Water Proiect and for <br />Phase I - The City Council discussed the options for the eastern area trunk sewer <br />
