<br />Elk River City Council Minutes <br />September 5, 1995 <br /> <br />Page 3 <br /> <br />e <br /> <br />It was suggested that some of these fees for licenses and permits could be <br />increased to help offset the budget gap. <br /> <br />Discussion was held regarding the $3.700 contribution from the Guardian Angels <br />which helps pay for the Senior Citizen Program. It was suggested by <br />Councilmember Holmgren that the City Administrator request Guardian Angels <br />increase this contribution. <br /> <br />The Police Chief was present to address issues that were raised by the City <br />, Council regarding proceeds from fundraising efforts for the D.A.R.E. Program. the <br />need for A TV's. the need for an additional police part-time office worker. <br />personol computer and printer. the need for some promotions within the police <br />department. and the COPS FAST Program. Much discussion was held regarding <br />the fact that the city does not receive any contributions for the D.A.R.E. Program <br />from surrounding communities within the School District. <br /> <br />Discussion was held regarding the priority for two ATV's. It was the consensus of <br />the Council that one of the ATV's be purchased in 1995 if there are excess funds <br />available within the Police Reserves budget. The second requested ATV would <br />be evaluated later in 1996. <br /> <br />e <br /> <br />Much discussion was held regarding the requested personnel changes by the <br />police department which included a request for a part-time office service <br />worker, executive secretary promotion, and supervisory promotions. The Council <br />indicated a concern regarding the number of supervisory promotions being <br />requested. Following discussion regarding the personnel issues. it was the <br />consensus of the Council that the Police Chief submit a memo to the Council <br />explaining the requests for personnel and supervisory promotions. <br /> <br />The City Council recessed at 7 p.m. and reconvened at 7: 1 0 p.m. <br /> <br />The City Council discussed the $4,000 pool program subsidy which the city pays <br />for Vandenberge pool. The City Administrator distributed a memo from Charlie <br />Blesener regarding Elk River's allocation for Vandenberge pool. The Council <br />discussed the fact that the city is the only municipality contributing money for <br />the use of the pool. <br /> <br />Councilmember Farber indicated he did not wish to make a decision on this <br />issue until he is certain what the consequences of a decrease would be. It was <br />a 3-2 consensus of the Council to cut the $4,000 which is being contributed for <br />the use of Vandenberge pool from the 1996 budget. <br /> <br />The Council reviewed possible budget adjustments in order to balance the <br />proposed 1996 General Fund budget. <br /> <br />Listed below are the items which the Council adjusted in order to balance the <br />budget: <br /> <br />. <br /> <br />- $11.900 - Two ATV's <br />- $ 4,000 - Vandenberge Pool Contribution <br />
