The city engineer suggested putting a pedestrian crossing sign at the location. 7.3. Ordinance Amendment Reauest (PUD) by City of Elk River, Public Hearina, Case No. OA 95-6 City Planner Steve Ach indicated that the City of Elk River is requesting to amend sections of the Zoning Ordinance pertaining to Planned Unit Developments. Mayor Duitsman opened the public hearing. There being no one for or against the matter, Mayor Duitsman closed the public hearing. COUNCILMEMBER HOLMGREN MOVED TO ADOPT ORDINANCE 95-16, AN ORDINANCE AMENDING SECTION 900.12(16), PLANNED UNIT DEVELOPMENT, OA 95- 6. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0. 7.4. Ordinance Amendment Reauest (Screened Outdoor Storaae) by City of Elk River. Public Hearina, Case No. OA 95-7 e Planning Assistant Gary Schmitz indicated that the City of Elk River is requesting an ordinance amendment which would amend Section 900.12, Permitted, Accessory, Conditional Uses by District. He indicated that the amendment would include changing screened outdoor storage areas from a permitted use to a conditional use in both the 11, Light Industrial and 12, Medium Industrial zoning districts. The amendment would also consist of requiring that outdoor storage areas be accessory to a principle use. Mayor Duitsman opened the public hearing. There being no one for or against the matter, Mayor Duitsman closed the public hearing. COUNCILMEMBER HOLMGREN MOVED TO ADOPT4lQRDINANCE 95-17, AN ORDINANCE AMENDING SECTION 900.12, PERMITTED, ACCESSORY, AND CONDITIONAL USES BY DISTRICT, OF THE ELK RIVER CODE OF ORDINANCES RELATING TO SCREENED OUTDOOR STORAGE AREAS, CASE NO. OA 95-7. COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0. COUNCILMEMBER FARBER MOVED TO CALL AN EXECUTIVE SESSION OF THE CITY COUNCIL TO DISCUSS PENDING LITIGATION PERTAINING TO THE EARL HOHLEN PROPERTY. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. The Council recessed at 8:45 p.m. and reconvened at 8:55 p.m. 7.6. Discussion on Housinq Maintenance Ordinance Proposal e The draft Housing Maintenance ordinance was presented by Building and Zoning Administrator Steve Rohlf, Building Official Cliff Skogstad, Fire Chief Bruce West, and Police Chief Tom Zerwas. The presenters of the draft ordinance reviewed issues of concern as listed in the memo to the Mayor and City Council dated July 18,1995.
