City Council Minutes <br />October 2, 2017 <br />Page 7 <br />2. Update the plat of Island View Sixth Addition to include utility easements <br />over the north half of the right-of-way for 190a Ave to preserve access to <br />the existing utilities. <br />Motion carried 5-0. <br />8.1 Ordinance: Parking during snow emergencies <br />Ms. Fischer presented the staff report. <br />Councilmember Wagner asked about Code Red notifications and the instances <br />where Main Street hasn't been plowed due to cars parked on it. <br />Ms. Fischer indicated the crews focus on Main Street at the beginning of their plow <br />routes but do return at the end of their routes to clean up Main Street in areas where <br />cars had previously been parked. <br />Mayor Dietz asked about the cars parked in front of Granite Shores during the night. <br />Ms. Fischer stated the manager of Granite Shores and a few other businesses have a <br />private contractor plow the parking spots in that block. <br />Moved by Councilmember Westgaard and seconded by Councilmember <br />Olsen to adopt Ordinance 17-20 amending Elk River City Code, Chapter 74, <br />as it relates to parking during snow events. <br />Motion carried 5-0. <br />8.2 Parking Agreement: Elk River Lodge and Residential Suites <br />Mr. Carlton presented the staff report. <br />Councilmember Wagner asked how to determine the incidents. <br />Mr. Carlson stated it will be the Council's sole discretion in determining what an <br />incident is, and that they can include phone calls, police reports, staff observations, <br />etc. Counselor Beck's changes to the agreement ensure the council can determine <br />what constitutes an incident. <br />Counselor Beck stated they are typically complaint -based, such as observations, <br />photos, and phone calls. <br />Moved by Councilmember Westgaard and seconded by Councilmember <br />Olsen to adopt the parking agreement prepared for Elk River Lodge and <br />Residential Suites as outlined in the staff report. <br />Motion carried 5-0. <br />POifAII B1 <br />NATURE <br />
