The proposed changes are in general conformance to the adopted <br />Comprehensive Plan. <br />Motion carried 5-0. <br />Moved by Councilmember Wagner and seconded by Councilmember <br />Westgaard to adopt Ordinance 17-19 rezoning certain property from I-1 (Light <br />Industrial) to C-3 (Highway Commercial) because the rezoning is consistent <br />with the City of Elk River Land Use Plan adopted as part of the City of Elk <br />River Comprehensive Plan. <br />Motion carried 5-0. <br />7.3 Right-of-way Easement Vacation (I 901h Ave) and Simple Plat of Island <br />View Sixth Addition — Tim Smith <br />Mr. Carlton presented the staff report. <br />Mayor Dietz opened the public hearing. <br />Dan Schnabel, 18909 Joplin St. NW, asked about the future for the wetland area <br />behind his property. <br />Mr. Carlton outlined where the proposed driveway would be located within the plat. <br />There being no one further to speak, Mayor Dietz closed the public hearing. <br />Moved by Councilmember Westgaard and seconded by Councilmember Ovall <br />to adopt Resolution 17-61 the simple plat of Island View Sixth Addition with <br />the following conditions: <br />1. The address for lot 1, block 1, will be updated to reflect access to Island <br />View Drive. <br />2. The driveway for lot 1, block 1, must be installed per the conditions stated <br />in the approval of the wetland setback variance (V 17-07) by May 31, 2018. <br />3. Amend the plat to center the cul-de-sac on the current right-of-way for <br />190`h Ave NW. <br />4. Add utility easements to the satisfaction of Centerpoint Energy. <br />5. Address all staff comments from the October 2, 2017, site plan meeting. <br />Motion carried 5-0. <br />Moved by Councilmember Wagner and seconded by Councilmember <br />Westgaard to adopt Resolution 17-62 the vacation of the right-of-way for 1901h <br />Ave NW within the proposed plat of Island View Sixth Addition, with the <br />following conditions: <br />1.
