City Council Minutes Page 3 <br />October 2, 2017 <br />4.3 Special Event Permit: Three Rivers Community Foundation/ERX <br />Moved by Councilmember Westgaard and seconded by Councilmember <br />Olsen to approve the Special Event Permit for the Three Rivers Community <br />Foundation (TRCF) / ERX Motor Park scheduled for Saturday, October 7, <br />2017, subject to the following conditions: <br />1. The event planner is required to notify surrounding business, <br />residents, and organizations. The city will provide a template of the <br />notice that must be distributed and a list of properties to be <br />notified. The event planner must submit an affidavit that the notice <br />was distributed. <br />2. Follow approved traffic control plans as outlined in the <br />Environmental Assessment Worksheet. <br />3. Inspection of the outside area will take place prior to each outside <br />event when there is a tent. Applicant must contact Fire Marshal <br />Cliff Anderson at 763.635.1110 or 763.238.3489 to schedule an <br />inspection after the tent area has been set up. <br />4. No electrical services shall be across any drive or walking surface. <br />Motion carried 4-0 with Councilmember Wagner abstaining. <br />Open Forum <br />No one appeared for Open Forum. <br />6.1 Towards Zero Deaths Outstanding Agency Award <br />Chief Nierenhausen presented the staff report. He introduced Becky Putzke, Law <br />Enforcement Liaison with the Office of Traffic Safety, Minnesota Department of <br />Transportation, who awarded Chief Nierenhausen with four Intoxi-meter Alco - <br />Sensor IV portable breath -testing instruments. Chief Nierenhausen accepted the <br />"Towards Zero Deaths Outstanding Agency" award presented to the Elk River <br />Police Department. The Council recognized and accepted the award. <br />6.2 Distinguished Budget Presentation Award <br />Mr. Portner presented the staff report. The council complimented the finance <br />department's ongoing efforts for their work in the preparation of budget documents <br />that reflect high quality and meets the GFOA's best practices. <br />7.1 Simple Plat: Dancing Crane Acres <br />Mr. Leeseberg presented the staff report.
