<br />rei ---'\) <br />( ); <br />1fll< <br /> <br /> <br />Item # 6 . 1 . <br /> <br />River <br />TO: <br /> <br />MEMORANDUM <br /> <br />FROM: <br /> <br />Mayor & City Council <br />Michele MCPherso~ctor of Planning <br /> <br />DATE: <br /> <br />November 19, 1999 <br /> <br />SUBJECT: <br /> <br />Update on Morrell Parking Lot <br /> <br />Staff has been in contact with Mr. Morrell regarding the parking lot on Jackson Avenue. <br />He indicated that he had received the attached letter and had been "mulling it over". <br />Mr. Morrell was then informed of the Council's concerns regarding the most recent <br />accident in front of the parking lot on his property. <br /> <br />Mr. Morrell expressed the following concerns to staff regarding the required <br />improvements: <br /> <br />1. <br /> <br />He wanted to know if other parking lots would be required to be fence. He <br />was told no. <br />He does not want to close the School Street entrance, as he is afraid that he <br />will "lose" it. He would prefer to close the parking lot if the Council is going to <br />require closure of the entrance from School Street. Staff suggested fencing <br />the School Street entrance; that was not a satisfactory option. <br />He believes that the student that was struck was a smoker and not someone <br />using the parking lot. Evidently, they have had a number of problems over <br />the years with students using their buildings as smoking havens. He does <br />not believe a fence will prevent illegal crossing of School Street. <br /> <br />. <br /> <br />2. <br /> <br />3. <br /> <br />Mr. Morrell stated that he had sent a letter to all of the participants reminding them of <br />the requirement to cross School Street at an approved crosswalk. In his letter, he <br />stated that failure to comply with this requirement would result in termination of the <br />parking area with no refunds. <br /> <br />Mr. Morrell has been reluctant to meet with staff regarding the conditions outlined in the <br />attached letter. During our last conversation on Thursday, November 18, 1999 he <br />indicated that he may attend the November 22, 1999 City Council meeting to discuss <br />the issues directly with the Council. <br /> <br />. <br /> <br />13065 Orono Parkway.
