'J 9-..;j- <br /> <br />Whereas the Nortbstar Corridor Development Authority is a joint powers board created pursuant <br />to MinD. Stat. ~ 411.59 for the purpose of improving mobility and safety minimizing adverse <br />environmental impacts. fostering positive environmental effects, encouraging transportation- <br />supportive land use and development patterns and providing a cost effective and efficient <br />transportation system within the Nortbstar Corridor which extends between the Cities of Rice and <br />Minneapolis which is bordered by the Mississippi River on the west and approximately three to <br />five miles east ofTH 10/41; and <br /> <br />Whereas the NCDA has completed a major investment study and is preparing an Environmental <br />Impact Statement for the Nortbstar Corridor project involving the analysis of the No Build <br />Alternative, the Transportation Systems Management (TSM) Alternative and the Commuter Rail <br />Alternative; and <br /> <br />Whereas station locations were identified within the Corridor during the MIS study and the land <br />use and other impacts associated with station area development at these locations are being <br />considered and assessed in connection with the preparation of the EIS; and <br /> <br />Whereas the procedure for completing the EIS. selecting among the various alternatives under <br />consideration, securing funding for the development of transportation improvements for the <br />project is complex and lengthy and will not likely be completed before June. 200 1; and <br /> <br />Whereas it is extremely important that local land use and development decisions during the period <br />prior to the completion of the project analysis and selection activities do not preclude. impede or <br />adversely impact the possible COnstruction of the transportation alternatives under consideration; <br />and <br /> <br />Whereas transportation improvement projects for which is there is independent need and funding <br />such as the construction of park and ride facilities, road and bridge improvements need to proceed <br />during the project analysis period provided they do not prejudice the consideration of alternative <br />transportation improvements incident to project assessment; and <br /> <br />Whereas the relationship between transportation improvements and land use patterns along and <br />adjacent to the Corridor and within potential station areas must be carefully assessed and planned <br />in order to ensure that the transit/transportation system improvements which may be constructed <br />and development within and adjacent to the Corridor are mutually compatible and supportive. To <br />-. -. this end comprehensive plan and zoning provisions applicable to lands within and adjacent to the <br />Corridor and the station areas need to be assessed and considered with the goal of incorporating <br />changes which stimulate transit oriented development within and adjacent to the Corridor. <br /> <br />" ..... ...........r.'........,....".................._..,.. ..., . .", .............. <br />
