<br />Public Information/Involvement Work Plan-IOI28/99 <br /> <br />. The NCDA's Key Messaees <br />The following key messages have been developed to position the NCDA as a leader on <br />transit. These will serve as overarching messages that will be tied to all the NCDA <br />public information/public involvement activities (through December 2000) to ensure a <br />constant, consistent image for the NCDA and the commuter rail line: <br /> <br />1. Northstar commuter rail makes sense: The tracks are already there <br />and it's a wise investment for the long term. <br /> <br />2. The Northstar commuter rail project is popular with local citizens. <br /> <br />3. Regardless of the weather outside, commuter rail offers a <br />comfortable ride, convenient access and "on-time" trains. <br /> <br />. <br /> <br />4. We can't build our way out of traffic congestion: The timing is right <br />for safe alternatives such as commuter rail. <br /> <br />S. Northstar commuter rail will strengthen local communities by <br />providing connections to regional opportunities and amenities. <br /> <br />To enhance credibility of these key messages, statistical information and data supporting <br />these key messages will be provided to the NCDA spokespeople. <br /> <br />Additional, secondary key messages may be developed on an as-needed basis for specific <br />issues, key audiences and events. For instance, because "sprawl" is a prominent issue in <br />the Twin Cities, the NCDA may be asked-by the public or by the media-to describe <br />how the proposed commuter rail project may affect sprawl. <br /> <br />NOTE: Whenever secondary key messages are developed, they will complement the <br />NCDA's primary key messages. <br /> <br />. <br /> <br />page 6 of 15 <br />
