<br />Public Information/Involvement Work Plan-1O/28/99 <br /> <br />Overview <br /> <br />. <br /> <br />The Northstar Corridor Development Authority (NCDA) is conducting a major <br />investment study to determine transportation improvements in the Northstar <br />Corridor, a 70-mile area running between St. Cloud and Minneapolis. This is the <br />fastest growing area in the state, including urban, suburban and rural areas, and <br />serves as a link: to major economic and educational centers. <br /> <br />The overarching goals for this work plan are to inform the NCDA's key audiences <br />and help secure adequate funding. The plan is intended to be a systematic <br />approach to ensure people have the information they need to make informed <br />decisions. <br /> <br />The NCDA seeks to inform and involve the public, including business leaders and <br />other stakeholders, in the development of commuter rail along the corridor. <br />Active public involvement is particularly needed as the NCDA studies station <br />location and design, approaches to sustainable development and other factors such <br />as noise, parking and traffic around the stations. The primary objective of this <br />work plan is to involve the public as the major investment study and the <br />environmental impact study are conducted, and at the same time adequately <br />explain the process and keep the public informed. <br /> <br />When both studies are completed, the community should feel it has been an active <br />partner in the process and that the results reflect a community consensus. A <br />successful communications plan will create enthusiasm and support for commuter <br />rail and sustainable development along the corridor. <br /> <br />. <br /> <br />This document will serve the NCDA as a guide for public information and public <br />involvement strategies related to its proposed commuter rail line. This work plan is <br />intended to guide activity from June 1999 through December 2000. <br /> <br />This work plan was developed primarily through the following resources: <br />· Working closely with the NCDA Administration Team since June 1999 <br />· Interviewing key NCDA stakeholders <br />· Conducting a survey of residents who live near the proposed commuter rail line <br />· Analyzing media coverage of the proposed commuter rail line and other regional <br />transit projects <br />· Review of plans and materials from other transit projects across the country <br /> <br />Outcomes and recommendations based on these resources are detailed throughout the <br />strategies and tactics portion of this document. <br /> <br />While this plan is intended to be as comprehensive as possible, there could be unforeseen <br />developments that will require the NCDA to make necessary adjustments to this plan. <br /> <br />. <br /> <br />page 3 of 15 <br />
