Dragisich <br />Executive Vice President <br /> <br />~ Springsted <br /> <br />10 <br /> <br />As a Client Representative and a Project Manager for Springsted, <br />Mr. Dragisich performs management services studies for clients. He assists <br />clients in areas such as executive search, service delivery systems, financial <br />feasibility, financing options, capital improvement programming, and debt <br />management. <br /> <br />Prior to joining Springsted, Mr. Dragisich served in three government <br />management positions. Most recently for the City of Spokane, Washington, he <br />served as Assistant City Manager where he managed a staff of approximately <br />1,000 and a budget of approximately $176 million. While in Spokane, <br />Mr. Dragisich restructured the Operations Division to increase efficiency and <br />responsiveness to customers' needs. The Operations Division encompassed <br />Capital Programs Planning/ G.I.S. Engineering Services, Building Codes, <br />Environmental Programs, General Services, Planning, Solid Waste Collection <br />and Recycling, Transportation, Wastewater, and Water and Hydroelectricity. <br />He also served as City Administrator for the City of Virginia, Minnesota for <br />nine years where he managed all City services in addition to the Virginia <br />Regional Medical Center and the Department of Public Utilities and as Utility <br />Engineer for 13 years. <br /> <br />Not only does Mr. Dragisich have several years of public finance and <br />management experience; he also has over 20 years of experience in engineering. <br />He has served as a Project Engineer for a private firm in Northern Minnesota <br />where he managed the design and construction of projects for municipal and <br />private sector clients. <br /> <br />Education <br /> <br />University of St. Thomas, Minneapolis, Minnesota <br />Master of Business Administration <br /> <br />University of Minnesota, Minneapolis <br />Bachelor of Science Civil Engineering <br /> <br />Institute of Applied Management and Law <br />Employee Labor Relations Law Course <br /> <br />National Development Council <br />Economic Development Professional Course <br /> <br />Minnesota Board of Water and Soil Resources <br />Delineation of Wetlands in Minnesota <br /> <br />City of Elk River, Minnesota.
