Green Company <br />CONSULTING ENGINEERS <br /> <br />August 19, 1999 <br />File: 807040J-0240 <br /> <br />Honor Chairman and Planning Commission <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />RE: SEVEN OAKS PLAT <br />CITY OF ELK RIVER <br /> <br />Dear Planning Commission Members: <br /> <br />. <br /> <br />As requested we have reviewed the submittal for the Seven Oaks Addition. The developer of <br />the addition is Windsor Development and the engineering consultant is Schoell and Madson, <br />Inc. The submittal consisted of a preliminary plat, preliminary grading, drainage, and erosion <br />control plan, and preliminary utility plan. The storm drainage calculations were also submitted <br />and reviewed. Staff did a preliminary review on the first submittal and then met with the <br />developer and his engineer, based on that meeting many of our initial comments were <br />addressed. Based on our review of the revised submittal, we still have the following comments: <br /> <br />. <br /> <br />A. Preliminary Plat <br />+ The most westerly cul-de-sac was revised and shortened based on staff comments to <br />come in conformance with the maximum length of 700 feet. This caused Lots 12 & 13 <br />at the northern end of the cul-de-sac to be somewhat irregularly shaped. <br />+ Lot 32, Block 1 has a wetland in the middle of it that is proposed to be filled. The <br />developer will need to process this through Steve Rohlf's office and it will be reviewed <br />by a TEC panel, convened by Steve Rohlf. <br />+ Phil Hals has requested that snow storage easements be provided in the cul-de-sac <br />areas. He has also requested that mailboxes be clustered to maximize the areas for <br />snow storage. <br />+ The recommendation from the Park and Recreation Committee was passed on to the <br />developer and interpreted to mean the elimination of Lots 15 & 16, Block 2. The <br />developer has chosen not to eliminate these two lots on his submittal. <br />+ Access to the development will be from the northeast corner off the County Road 1, the <br />southeast corner off Elgin Court in Meadowvale Heights and at the southwest corner <br />into M-Vale. The developer has researched Outlot A M-Vale Addition for the purposes <br />of connecting the road in the future. The ownership of Outlot A is still in the name of the <br />developer of M-Vale. We have suggested that the developer of Seven Oaks make <br />contact with the owner of Outlot A and discuss transition of that ownership for purposes <br />of extending the road. <br /> <br />O:\PROJ\807040J\0240\040-1901.august99.doc <br />1326 Energy Park Drive.
