<br />. <br /> <br />Planning Commission Members <br />August 19, 1999 <br />Page Two <br /> <br />. <br /> <br />B. Grading Drainage and Erosion Control Plan <br />. The plan shows a number of retaining walls. There is a 4-foot high retaining wall on Lot <br />10, Block 4, a 7 -foot high retaining wall near the NURP Pond at the northeast corner of <br />the plat, a two-tiered 8-foot high retaining wall in the rear yards of Lots 8 & 9, Block 1 <br />and a 4-foot high retaining wall on Outlot A in M-Vale where the road would be put <br />through. It is our understanding that the retaining walls in the public areas would be <br />maintained by a homeowner's association and the retaining walls on individual lots <br />would be the responsibility of the lot owners. <br />. There are two NURP ponds shown on the development, one on the northeast corner, <br />which takes a small amount of the drainage. The major portion the drainage is directed <br />to the NURP pond in the south central portion of the plat. The Park and Recreation <br />Commission made a recommendation that this NURP pond be removed from the park <br />area as much as possible. The developer has moved this NURP pond northerly into <br />Lots 13 & 14. This seems to provide adequate space for the park trail to be constructed <br />between the wetlands and the NURP pond. <br />. Drainage calculations have been submitted and reviewed. There are a few minor <br />adjustments we will be asking developer to make and resubmit the calculations. In <br />general, I believe the drainage calculations are adequate for the development. <br />. We have reviewed the grading plan relative to opportunities to minimize the amount of <br />tree loss. In general, we can find only isolated lots where a change in the style of home <br />to be constructed could possibly save some trees. However, there would be other <br />problems associated with this, for instance, sticking a full basement house into a line of <br />walkout homes. In general, we believe the developer has worked with the natural <br />grades of the land. This still does result in a significant amount of vegetation being <br />cleared from the site. <br /> <br />C. Utility Plan <br />. Sanitary sewer service will be provided by extending gravity sanitary sewer from <br />Meadowvale Heights Addition in the southeast corner of the Seven Oaks Development. <br />This gravity sewer ultimately flows to a lift station in the Meadowvale Heights <br />Development. The lift station is adequately sized to handle the additional lots. <br />. The developer has shown the looping of watermain through the cul-de-sac areas in <br />accordance of the Elk River Municipal Utility policy. <br />. On the standard detail sheet for the typical street section, the detail shows one roll of <br />wood fiber blanket behind the curb line.
