<br />Memo to City CouncillP 99-9 <br />October 18, 1999 <br />Page 3 <br /> <br />. <br /> <br />Cul-de-sacs / Utilities <br /> <br />The two cul-de-sacs in the development conform to the maximum length <br />regulations. The water mains will be looped, as required by the Elk River Utilities. <br />The Streets and Parks Department has requested a snow storage easement in the <br />cul-de-sacs similar to those required in the Trott Brook Farms development. <br /> <br />Grading and Drainage <br /> <br />The drainage from the site will be contained in two NURP ponds on site. One is <br />located near the entrance from the County Road on Lot 50, Block 1, and will be a <br />site amenity with a fountain detail maintained under the Homeowner Association. <br />The second pond is located partially on Lots 13 and 14, Block 2, and partially in the <br />park. Staff had recommended that the developer move the NURP pond out of the <br />park to provide greater access through the park and to minimize associated tree <br />loss. However after discussion with the developer, staff is satisfied with the present <br />location, which has been moved further out of the park while maintaining the <br />function and general location (See the attached City Engineer's memo). The Park <br />and Recreation Commission concurred with staffs recommendation. <br /> <br />Landscaping <br /> <br />. <br /> <br />The Subdivision Ordinance requires one front yard tree and one street tree for each <br />lot; two of each for corner lots. In addition, the developer previously spoke of <br />screening rear lots (double fronted lots) adjacent County Road No. 1. No screening <br />is shown on the site plans. Staff recommends that the double fronted lots be <br />screened from County Road No. 1 and that a landscape easement be recorded with <br />the County against these lots with the recording of the final plat. <br /> <br />Homeowners Association <br /> <br />In order to grade a road into the site from Landers Street NW, the developer will <br />have to construct several retaining walls in the public right-of-way. Generally, the <br />City would not want structures in the right-of-way because of maintenance and <br />liability concerns. The developer is proposing to have the homeowners association <br />be responsible for maintenance and liability of the walls in the public right-of-way. <br />This agreement will require the City Attorney's review and approval. <br /> <br />Outlot A <br /> <br />Outlot A is shown to contains 12.35 acres of which 8.5 acres is wetland, .35 acres is <br />a NURP pond and wetland mitigation, and 3.48 acres of park. <br /> <br />Park Dedication Requirements <br /> <br />. <br /> <br />In 1998, The Park and Recreation Commission endorsed a park concept plan for <br />Meadowvale Heights Park that incorporates additional park land to the north of the <br /> <br />\ \elkriver\sys \shrdoc \planning\stevewen \ccmmo \p99-9.doc <br />
