INC.

Mr Ron Halpaus,
19563 Lander Street
Elk River MN 55330

September 10, 1999

Dear Mr Halpaus~

On August 30, 1999 I met with you to inspect and discuss the impact the proposed development
of the adjacent property to the East, will have on your trees. The following identifies the areas of
concern which should be addressed in the planning stages and carried out as the property is
developed.

.

1) SETBACK - To protect the trees within five (5) feet of property line, it is my opinion
that a setback of thirty (30) feet be required. This setback will allow adequate space
for the retention of the existing root structure. A tree protection fence should be
placed along this setback to prevent encroachment into the Protected Root Zone
(PRZ). If in specific areas the need arises to enter the PRZ the area could be
encroached upon, but no closer than twenty (20) feet from the tree. In this situation
root pruning should be done with a vibratory plow having a cutting blade of four (4)
to five (5) feet in length to stimulate root growth.

2) TREE STUMP REMOVAL - Directional felling of trees should be required if they
will fall across your property line and damage healthy trees. Stumps should be ground
out within the thirty (30) foot PRZ. No grubbing or digging of stumps should take
place in the PRZ.

3) WATER & DRAINAGE - Topographic changes should not allow excessive moisture
to collect even in temporary situations within the PRZ. Any additional "flow-through"
water will greatly increase the moisture level of the soil and can damage and kill oak
trees.

.

MEMBER: Minnesota Forestry Association - Society of American Foresters - Minnesota Society of Arboriculture
International Society of Arboriculture · American Forestry Association
