Access Drive Easement Agreement: allows the Country Club to construct the <br />access road over park property and requires them to maintain it. <br />3. License Agreement: allows continued use of the golf course for ski trails <br />November through April each year. The agreement acknowledges that a portion <br />of the license area may be used for future development for uses other than a golf <br />course. <br /> <br />The land exchange is consistent with the City's Comprehensive Plan. <br /> <br />City Council Action, September 20, 1999 <br />At the September 20, 1999 Council meeting, Park and Recreation Commission Dave <br />Anderson requested that the City Council return the easement and license agreements <br />to the Park and Recreation and Planning Commissions for further review. His concern <br />was with the lack of permanence of the license agreement. The Council concurred with <br />the request. <br /> <br />Park and Recreation/Country Club Meetinq, October 6, 1999 <br />Representatives from the Park and Recreation Commission and the Country Club met <br />on October 6, 1999 to discuss the options for creating a permanent easement <br />exchange over the golf course property. After much discussion, it was agreed that the <br />golf course would grant the City a permanent 66-foot wide easement parallel and <br />adjacent to the westerly right of way line of the railroad trail over any portion of the <br />property where the license has terminated (refer to italicized wording pages two and <br />three in attached license agreement). <br /> <br />Recommendation <br /> <br />Staff recommends that the City Council approve Resolution 99-_ and the attached <br />easement/license agreements. <br />
