<br />City Council Minutes <br />September 27, 1999 <br /> <br />Page 3 <br /> <br />e <br /> <br />5. <br /> <br />Open Mike <br /> <br />Lyle Talbot, 18771 Robinson Street, Dayton - stated that he owns property on 193rd <br />Street. He indicated that the city has removed the street and he now has no <br />access to his property. He further indicated that his property is being used as a <br />catch basin for water runoff, which is causing his property to erode. He <br />requested that the runoff problem be eliminated before winter, as he does not <br />wish sand and salt to be sitting on his property. He questioned whether the city <br />would contact the developer to correct the situation. The City Administrator <br />noted that public right-of-way still exists for access and that staff would contact <br />him and work with him to correct the drainage situation. <br /> <br />6.1. Request for Funds bv Initiative Foundation <br /> <br />Director of Economic Development Paul Steinman indicated that information <br />had been distributed to the City Council in June regarding the Central Minnesota <br />Initiative Fund's request for funds. He noted that a letter to council from staff <br />indicated that if there were no response from the council regarding this request <br />staff would send a letter to the organization denying their request. He indicated <br />that staff did not receive a response and therefore denied the request. He further <br />indicated that the EDA and City Council both contributed $2,500 to the Central <br />Minnesota Initiative Fund in 1997. <br /> <br />e <br /> <br />John Kalizooski of the Central Minnesota Initiative Fund indicated that the <br />organization has changed its name to the Initiative Foundation. He updated the <br />City Council on foundation activities and explained that the organization is a <br />regional foundation involved with communities and economic development in 14 <br />counties, including Sherburne County. <br /> <br />Councilmember Dietz questioned what other municipalities within Sherburne <br />County have made contributions to this organization. Mr. Kalizooski indicated <br />that he did not have that information. <br /> <br />It was the consensus of the council to continue this issue indefinitely until <br />information can be provided as to what municipalities in Sherburne County are <br />supporting this program financially. <br /> <br />6.3. Consider Release of Arts Council Funds <br /> <br />The City Administrator suggested that the council continue this issue until <br />adequate documentation is received from the Arts Council showing expenditures <br />from the year 1999. <br /> <br />COUNCILMEMBER DIETZ MOVED TO CONTINUE THIS ISSUE TO THE OCTOBER 25, 1999, <br />MEETING PROVIDED THAT INFORMATION IS RECEIVED REGARDING 1999 <br />EXPENDITURES. COUNCILMEMBER MOTIN SECONDED THE MOTION. THE MOTION <br />CARRIED 4-0. <br /> <br />6.4. <br /> <br />e <br /> <br />Discuss MPCA Report Reoardino 1999 Annual Evaluation and Plannino Svstem for <br />Wastewater Treatment Plant <br /> <br />WWTS Lead Operator Gary Leirmoe reviewed the information presented in the <br />1999 Annual Evaluation and Planning System Report for the Wastewater <br />Treatment Plant. He noted that the report indicates that the city is in compliance <br />with the standards set by the MPCA. <br />
