SECONDARY <br /> Second, the City of Elk River as Energy City offers its residents' rebates, grants, and loans <br /> to help households become energy efficient and sustainable. The rebates, grants, and loans are <br /> offered through both of the City of Elk River's energy companies and the City of Elk River <br /> Municipal Utilities. Specifically, residents can participate in the High 5 Program, which awards <br /> households that complete eco-friendly actions to earn points that accumulate to financial savings. <br /> These eco-friendly actions consist of waste management; electricity conservation and lighting; <br /> heating, ventilation, and cooling systems; water conservation; employee or household initiatives; <br /> and purchasing (Energy City, 2016). <br /> The rebates, grants, and loans periodically get promoted through news publications. <br /> Specifically, in Finance and Commerce there was an article about Energy City's initiatives and the <br /> promotion of rebates. The article emphasized that Energy City's initiatives are important for <br /> energy efficiency, but many City of Elk River residents are unaware that they exist (Johnson, <br /> 2006). Similarly, in the Minneapolis Star Tribune there was an article about Energy City's <br /> initiatives and the lack of awareness,impact,and adoption in the community(Levy, 2008). <br /> Third,the City of Elk River and the Energy City Commission created SustainER,which is a <br /> youth sustainability group that will assist the Energy City Commission with energy efficiency, <br /> sustainability, and youth issues in the community. The group allows students between grades 5- <br /> 12 to join,and it meets monthly during the school year (Energy City, 2016). <br /> Fourth,the City of Elk River and the Energy City Commission participate in the Minnesota <br /> Pollution Control Agency's GreenStep Cities program.
